<p>MANILA —Manila Mayor Isko Moreno said Monday that the city government had collected P160 million in taxes from contractors involved in various flood control projects across the capital. </p><p>Moreno said some 300 flood control projects in Manila were found to have outstanding tax obligations. None of them were coordinated with the city government or had secured the necessary permits.</p><p>The city government issued statements of account (SOA) to notify the contractors of their payables. </p><p>“There are only two things that are certain in this world: one, death and [two,] taxes. You may laugh at us as the city government of Manila. You may belittle us, but we guarantee you kahit nasaang sulok kayo ng Pilipinas, we will file cases against you based on your violations on our tax code,” the mayor said. </p><p>“Yong P58 million ibibigay ko sa Pamantasan ng Lungsod ng Maynila, may utang ang Maynila. ‘Yong P25 million, ibibigay ko sa teachers, kasi may utang rin ang Maynila sa teacher,” he said, outlining how the newly collected taxes would be allocated. </p><p>The city government expects to collect an additional P60 million in taxes from remaining non-compliant contractors.</p><p>Moreno said he would leave any investigation into possible flood control  anomalies in the city to the Independent Commission for Infrastructure (ICI). </p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/6/dpwh-looking-into-alleged-p115-b-allocation-for-shadow-flood-control-projects-in-2025-budget-1545">DPWH looking into alleged P115B allocation for &#x27;shadow flood control projects&#x27; in 2025 budget</a></div><div><iframe width="640" height="360" src="https://www.youtube.com/embed/CTz8aDj5HNQ" title="Lubog sa Katiwalian: An ABS-CBN News Special on Philippine Flood Control Projects (Full Documentary)" frameBorder="0" allowfullscreen=""></iframe></div>
