Francisco “Kiko” Barzaga has been charged in connection with an anti-administration rally at Forbes Park Village in Makati City, on top of criminal complaints related to violent protests in Manila, police said Thursday.</p><p>Police Maj. Gen. Robert Morico II, director of the Criminal Investigation and Detection Group (CIDG), did not give specifics about the complaint, saying he did not want to preempt the preliminary investigation being conducted by the prosecution service.</p><p>The 27-year-old lawmaker, who has positioned himself as an anti-corruption figure, led a <a href="https://www.abs-cbn.com/news/nation/2025/10/13/lawmaker-others-hold-protest-outside-posh-makati-subdivision-0806">late-night demonstration at Forbes Park in October </a>— which he described as the “home of many corrupt officials” — calling for the resignation of President Ferdinand Marcos Jr. amid a corruption scandal involving flood control projects.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/19/barzaga-s-antics-distract-from-anti-corruption-campaign-protest-leaders-say-2230">Barzaga’s antics distract from anti-corruption campaigns, protest leaders say</a></div><p>The CIDG also filed <a href="https://www.abs-cbn.com/news/nation/2025/11/12/barzaga-faces-inciting-to-sedition-rebellion-raps-at-qc-prosecutor-s-office-1923">a criminal complaint</a> against Barzaga before the Quezon City Prosecutor’s Office in relation to violent incidents in Mendiola and Recto, Manila, during the September 21 anti-corruption protests.</p><p>“It is part ng mission ng Criminal Investigation and Detection Group to file cases, solve cases involving ‘yong great magnitude ng cases such as this one. Let me just emphasize that this is nothing personal. This will only make the revolution stronger,” he said. </p><p>Meanwhile, House Deputy Speaker Ronaldo Puno backed the filing of complaints against Barzaga for the Sept. 21 rally.</p><p>“Siguro mabuti na rin dinemanda siya ng CIDG, kasi baka akala niya nakakatawa ‘yun. Para madala naman siya,” Puno said.</p><p>He said the House Committee on Ethics would meet on Monday to tackle the separate ethics complaint against Barzaga over alleged misconduct, inciting seditious activity, posting lewd content, and flaunting wealth.</p><p>“Na-postpone ‘yung hearing namin sa Ethics Committee tungkol sa kanya dahil sa bagyo. Pero matutuloy ‘yan this coming Monday… Sumulat kami sa committee, nandyan na ‘yung mga charges namin, linagay na namin d’yan. Sabi namin kahit wala na lang mahabang diskusyon pa…the prosecution rests doon sa mga na-submit namin. Ayaw na namin magsalita pa, nandoon na lahat ‘yung gusto namin sabihin,” he said.</p><div><iframe width="1100" height="619" src="https://www.youtube.com/embed/RCIGbGuykK4" title="Barzaga kinasuhan ng CIDG kaugnay ng Sept. 21 riot sa Maynila | TV Patrol" frameBorder="0" allowfullscreen=""></iframe></div><div><br/></div><div><strong>MORE ‘BIG PEOPLE’ CHARGED</strong></div><div> </div><p>Barzaga was among the 97 individuals charged by the CIDG over the September 21 rallies in Manila that turned violent, with Morico noting that several police officers were injured and government properties were damaged.</p><p>The CIDG director added that some of those charged are public figures, though he refused to reveal their names.</p><p>“To protect the privacy of these people also because they are just persons of interest, I will not name them,” he said. “But there are big people.”</p><p>Asked if other politicians were involved, Morico only said, “We did investigate the case.”</p><p>“If there is a crime committed, whatever and whoever ang personality na involved, big or small, whether you are a politician or just a farmer or a laborer, aaksyonan po ng Criminal Investigation and Detection Group,” he said.</p><p>(If a crime has been committed, regardless of who is involved — big or small, politician or farmer or laborer — the CIDG will act on it.)</p><p>“We have to respect laws especially kung malalaki po tayong tao. The CIDG is not really into sa pag-curtail ng freedom of expression pero kailangan nating i-exercise ang right na ito in accordance with the rule of law,” Morico continued.</p><p>(We must respect the law, especially if we are prominent individuals.
