Jonathan Cellona, ABS-CBN News</span></span></span></div><div style="text-align:left"><br/></div><p>MANILA — The Department of Human Settlements and Urban Development (DHSUD) urged local government unit to prohibit settlements in no build zones.</p><p>This, as hundreds of lives were claimed and thousands of houses were ravaged by Typhoon Tino due to intense flooding.</p><p>Housing Senior Undersecretary Henry Yap highlighted the need for easement along water channels to prevent casualties during spillovers</p><p>“Isa sa mga naging problema natin dahil hindi natin nakontrol ‘yung settlements doon. Dumikit na po sila sa gilid ng ilog o mga channels po natin. Nung nag-overflow ‘yung tubig na ‘yun, naturally magsi-spillover din sa settlements kaya ang daming mga bahay na nasira doon,” Yap said in an interview with state-run media PTV on Thursday.</p><p>“Ang suggestion po namin, itong mga critical slope saka ‘yung mga no build zone, dapat ipatupad din ng LGU na wag talagang bumalik ‘yung mga nanirahan doon para maiwasang mangyari ulit  ‘yung ganoong problema,” he added.</p><p>Yap said as part of a whole-of-government approach, the DHSUD together with National Housing Authorities and local government units are coordinating to identify areas for relocation.</p><p>The Housing official also highlighted the importance of the comprehensive land use plan in cities and municipalities.</p><p>“Unfortunately, hindi pa po lahat ng mga local governments ay may updated land use plan,” he said.</p><p>Yap also noted that the earlier approved versions of comprehensive land use plan are “not climate adapted”.</p><p>“Ibig sabihin niyan, ginawa po ‘yan hindi nila na-consider ‘yung risk dala ng climate change,” he stated.</p><p>In light of the recent disasters, Yap said the agency released an advisory three weeks ago urging local government units to review the new risks discovered by state weather bureau PAGASA and the Department of Environment and Natural Resources’ Mines and Geosciences Bureau to update their land use plan and identify areas that are safe and not safe for settlements. </p><div><br/></div><div><strong>RELATED VIDEOS</strong></div><div><br/></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/-m941Z-1taM?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/Y0nxtS_dgvE?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/lFhjprJN92Q?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div>
