President Ferdinand Marcos Jr., together with DOTr Secretary Vince Dizon, Bulacan Governor Daniel Fernando, and other officials, inspects the ₱77.1-million flood mitigation structure in Barangay Frances, Calumpit, Bulacan, after visiting the ₱96.4-million river protection structure in Barangay Bulusan, also in Calumpit, on August 15, 2025.
The inspections followed his press conference exposing alleged irregularities in the government’s ₱545-billion flood control programs, which covered 9,855 projects from July 2022 to May 2025. Bulacan recorded the highest number of projects at 668, amounting to ₱6.5 billion.
The Bulusan project was built by St. Timothy Construction Corporation, one of the country’s top three contractors, while the Frances project was undertaken by Wawao Builders, ranked among the top 15 with 58 flood control projects.

<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/176303320408820250815-marcos-calumpit-flood-control-PPA6038.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">President Ferdinand Marcos Jr., together with other government officials, inspects the P77.1-million flood mitigation structure in Barangay Frances, Calumpit, Bulacan. <em>Mark Balmores, PPA pool/File</em></span></span></span></div><p>MANILA — President Ferdinand Marcos Jr., in his State of the Nation Address on July 28, ordered the agencies to probe the country&#x27;s multibillion-peso flood control projects.</p><p>More than three months since his SONA, the President faced the public on Thursday, November 13, to announce the progress made so far in his government&#x27;s investigation into anomalous infrastructure programs.</p><p>As Marcos reported the cases filed and to be filed against personalities in the scandal, as well as reforms to protect the country&#x27;s coffers, he also looked back at the timeline of the controversy, which was estimated to have cost the Philippine economy <a href="https://www.abs-cbn.com/news/business/2025/9/2/ph-economy-lost-over-p100-b-to-ghost-flood-control-projects-from-2023-2025-recto-1859">more than P100 billion</a> from 2023-2025 alone.</p><p>Here is a timeline of the flood control mess, according to Marcos.</p><div><br/></div><div><strong>July 28, 2025</strong></div><p>In his SONA, Marcos ordered an investigation into possible corruption in flood control projects.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/7/28/-mahiya-naman-kayo-marcos-order-probe-on-corruption-in-flood-control-projects-1725">&#x27;Mahiya naman kayo&#x27;: Marcos orders probe on possible corruption in flood control projects</a></div><div><br/></div><div><strong>August 11, 2025</strong></div><p>Marcos launched the <a href="https://www.abs-cbn.com/news/nation/2025/8/11/marcos-launches-website-to-seek-public-help-in-auditing-flood-control-projects-0923">Sumbong Sa Pangulo website</a>, where the public can report possible anomalies in flood relief projects.</p><p>Marcos also revealed the names of <a href="https://www.abs-cbn.com/news/nation/2025/8/11/15-contractors-cornered-p100-b-worth-of-flood-control-projects-since-2022-marcos-1053">15 contractors who bagged P100 billion</a> worth of flood control projects since 2022. </p><p>He noted that most of the flood control projects were located in areas that were not among the most flood-prone places in the Philippines.</p><div><br/></div><div><strong>August 13, 2025</strong></div><p>Marcos inspected a flood mitigation project in Jaro, Iloilo City. </p><div><br/></div><div><strong>August 15, 2025</strong></div><p>Marcos visited the River Protection Structure along Barangay Bulusan in <a href="https://www.abs-cbn.com/news/regions/2025/8/15/marcos-to-summon-st-timothy-construction-over-substandard-flood-control-project-in-bulacan-1437">Calumpit, Bulacan</a> after reports that about 200 meters of the P96.49-million project remained incomplete, while its foundation appeared to be substandard.</p><div><br/></div><div><strong>August 20, 2025</strong></div><p>Marcos expressed deep disappointment after seeing that a <a href="https://www.abs-cbn.com/news/nation/2025/8/20/marcos-inspects-flood-control-project-in-bulacan-as-probe-intensifies-0913">P55-million river wall project in Barangay Piel, Baliuag, Bulacan has yet to be constructed</a>.</p><p>The 220 meter-structure was supposed to begin in February but when he visited the area, there was no indication that construction has started despite it being marked &quot;completed.&quot;</p><div><br/></div><div><strong>September 1, 2025</strong></div><p>Public Works Secretary Vince Dizon ordered the <a href="https://www.abs-cbn.com/news/nation/2025/9/1/-clean-slate-from-top-to-bottom-vince-dizon-to-order-courtesy-resignations-of-dpwh-officials-1221">courtesy resignations</a> of officials in his agency, which included undersecretaries, assistant secretaries, division heads, and district engineers nationwide.</p><div><br/></div><div><strong>September 2, 2025</strong></div><p>The Bureau of Customs seized <a href="https://www.abs-cbn.com/news/nation/2025/9/2/look-customs-secures-12-discaya-linked-luxury-vehicles-2202">12 luxury vehicles linked to the Discaya family</a>.
