Residents and local officials expressed relief that no lives were lost despite widespread destruction of homes.</p><p>Local authorities credited the success to the timely implementation of preemptive evacuations and the cooperation of residents.</p><p>Although more than thirty residents sustained minor injuries, officials described their preparedness for Super Typhoon Uwan as successful.</p><p>“Kung hindi agad nagkaroon nang maagap na evacuation, marami po talaga ang number of deaths kasi sa bilang po ng pamilya na 5,211, yung buong coastal barangays, 1/4 po noon ay nakareside sa coastline,” said Gabriel Llave, head of the San Luis Municipal Disaster Risk Reduction and Management Office (MDRRMO).</p><p>A total of 1,879 families were evacuated from the four affected barangays.</p><p>Access to the coastal barangays of Dikapinisan, Dibayabay, and Dimanayat remains difficult, requiring travel by boat, while Barangay Dibut can only be reached via mountainous terrain. This delayed the distribution of relief goods by two days.</p><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1763094056158cropped-viber_image_2025-11-14_09-16-10.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">Aurora province. via Dennis Datu, ABS-CBN News</span></span></span></div><p>The MDRRMO of San Luis captured the storm surge on CCTV, which residents and officials said was the highest waves they had ever seen.</p><p>“Mula pa noon, kinamulatan ko na, dito ako lumaki, yun pa lang po ang nasaksihan ko na napakalaking tubig dito sa amin,” said Barangay Councilor Redenta Abragon of Barangay Dibut.</p><p>In Barangay Dibut, a community at the foot of the Susong Dalaga and Cabulao mountains, the surge destroyed homes and fishing boats.</p><p>Arnold Quigod is repairing his damaged boat to resume fishing, which he urgently needs to support his family.</p><p>Residents are also struggling with housing, as many homes were destroyed.</p><p>Aside from fishing boats, Typhoon Uwan also destroyed residents’ crops, including bananas and coconuts. Residents are appealing for assistance, as they currently have no source of livelihood.</p><p>The local government is also exploring relocation options for residents living near danger zones.</p><p>“Bibili kami ng lote doon na puwde silang ilipat ng tirahan. Sana matulungan kami ng gobyerno makapagpagawa ng  housing project para safety sila,” said Mayor Ariel De Jesus.</p><p>According to MDRRMO records, approximately 120 fishing boats were destroyed by the storm surge in the coastal barangays of San Luis.
