We will go for truth, accountability, and justice, and we go through due process kung sinuman ang kailangan hatulan dito,” Remulla said.</p><p>He added that while freedom of expression is guaranteed, it also comes with &quot;a sense of responsibility.&quot;<br/><br/>&quot;So calling an act of sedition is not curtailing. It’s dangerous to the state so ‘yung mga ganyan, every citizen is accorded the right to free speech but they must have a corresponding responsibility to behave in all civility, he said.</p><p>The Philippine National Police (PNP) reported that the first day of rallies at both the People Power Monument and the Quirino Grandstand proceeded peacefully.</p><p>Special Operations Division (SOD) chief Col. Maly Cula said 13,751 police personnel were deployed on the second day of the rally out of the 16,863-strong force prepared for the three-day security operation.</p><p>Cula noted that 1,174 personnel stationed at the Quirino Grandstand were repositioned outside the <a href="https://www.abs-cbn.com/news/nation/2025/11/17/day-2-of-iglesia-s-anti-corruption-rally-draws-hundreds-of-thousands-1332">Iglesia ni Cristo (INC) rally</a> grounds, following concerns raised by the religious group.</p><p>“Ito ‘yung kahapon na nangyari na pinaalis kasi nandoon daw sila sa loob ng Quirino Grandstand. Nailabas sila within the vicinity ng Quirino Grandstand. Part of them were redeployed outside of the Quirino Grandstand just like the US Embassy, somewhere in Manila Hotel where the police station 5 is located,” he said.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/11/16/pnp-chief-orders-maximum-tolerance-as-police-begin-3-day-deployment-0925">PNP chief orders ‘maximum tolerance’ as police begin 3-day deployment</a></div><p>He clarified that the personnel in question were equipped with firearms because they were not part of the Civil Disturbance Management (CDM) contingent but were assigned to secure the venue. </p><p> “There was miscommunication with the organizers and with our ground commander. They are composite police officers from the whole of PRO-4B because you have to consider this 1,000 as complement,” he added.</p><p>In Mendiola, Manila, some 2,000 police were deployed due to prior incidents of violence during the September 21 protests.</p><p>Meanwhile, around 1,000 police personnel were sent to the People Power Monument despite the crowd falling short of the expected 300,000 participants.</p><p>National Capital Region Police Office (NCRPO) spokesperson Police Major Hazel Asilo said the deployment would remain unchanged. </p><p> “Wala pong pagbabago sa deployment natin kasi kung kahapon expected na 300,000 is hindi naman na-meet, so ngayon since meron pa rin silang permit ang expected natin dito sa area ng White Plains kung saan sila binigyan ng permit is nasa 50,000. So ‘yung tao na dineploy natin is as is para kung sakaling man madagdagan is meron tayong enough na personnel para i-assist sila,” she said.</p><p>Asilo added that Malacañang Palace was not under lockdown, though several roads were closed as a security precaution.  </p><p>“Hindi naman natin masasabing overkill. Naghanda lang tayo para maiwasan natin ‘yung maaaring mangyari katulad noong September 21,” she said.</p><p>“Ayaw na natin mabigla tayo at magkaroon tayo ng gulo kaya ‘yung mga sinasabi nilac wala naman tayong mga tangke na nandun.
