<p>MANILA - The Department of Interior and Local Government (DILG) has forwarded to the Office of the President the recommendation for the permanent appointment of acting Philippine National Police (PNP) Chief Lt. Gen. Jose Melencio Nartatez Jr.</p><p>The DILG announced this through its budget sponsor Senator JV Ejercito, after Senate President Pro Tempore Panfilo “Ping” Lacson asked why Nartatez was still acting PNP chief during the plenary deliberations of the proposed 2026 budget on Thursday.</p><p>According to Lacson, one can be a full-time PNP chief even with just a three-star rank like Nartatez.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/28/napolcom-vows-full-support-for-acting-pnp-chief-nartatez-1327"><strong>Napolcom vows full support for acting PNP chief Nartatez </strong></a> </div><p>“Don’t get me wrong ha. I have not spoken to General Nartatez. Not to mention that he was, he used to be my aide-de-camp when I was Chief PNP. Hindi kami nag-uusap dito. I’m just asking out of curiosity,” Lacson said. </p><p>“I’m not questioning the discretion nor the authority of the NAPOLCOM, especially the ex-officio,” he added.</p><p>Lacson explained that position and rank are two different things.</p><p>“I was Chief PNP with two stars at first and then three stars,” Lacson said.</p><p>“Is there still a plan to reconsider General Nic Torre to be recalled as Chief PNP? That’s why General Nartatez is still acting?” he asked. </p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/26/-what-s-happening-speculation-puzzlement-after-torre-s-removal-as-pnp-chief-1110"><strong>House minority solons question Torre’s removal as PNP chief </strong></a> </div><p>Nicolas Torre III was removed from his post in August after disregarding a resolution of the National Police Commission (NAPOLCOM), which blocked his order to reassign some police officials, including Nartatez.</p><p>Ejercito acknowledged that there is no legal impediment to Nartatez’s possible appointment.</p><p>The four-star rank may be given to Nartatez once Torre retires.</p><div>  </div>
