MANILA -- Former congressman Zaldy Co’s legal counsel, Attorney Ruy Rondain, showed no surprise over the filing of graft and malversation cases at the Sandiganbayan against his client in relation to alleged flood control project anomalies.For Rondain, Ombudsman Jesus Crispin Remulla seemed to have sent a message that cases would be filed “regardless of what the respondents would say in their defense.”He also reiterated his previous statement on Remulla having “prejudged” the cases.In a text message to ABS-CBN News, Rondain said, “I was also not surprised that the Ombudsman filed the cases with the Sandiganbayan as quickly as he did. That&#x27;s what I meant when I said he has prejudged the cases: he said he would file them as soon as he received the ICI Report. That sent the message that he would file the cases regardless of what the respondents would say in their defense.”ABS-CBN News is reaching out to Remulla for comment, as well as confirmation on the Ombudsman having supposedly committed to filing cases upon receipt of the Independent Commission for Infrastructure (ICI) report, as alleged by Rondain.Regarding the conduct of a special raffle for the cases against Co, several Department of Public Works and Highways (DPWH) Region IV-B officials, and Sunwest Corporation’s Board of Directors, Rondain said he was also not surprised by the move.According to the anti-graft court’s internal rules, the draws are regularly held on Fridays.But the aforementioned cases were raffled off on Wednesday, November 19, a day after the filing of a motion for urgent raffle of the cases and immediate issuance of warrant of arrest and hold departure order.
