<p>MANILA — Oriental Mindoro Governor Humerlito &quot;Bonz&quot; Dolor on Friday expressed confidence in the country&#x27;s justice system following the announcement of arrest warrants against some personalities allegedly involved in the multibillion-peso flood control scandal.</p><p>President Ferdinand Marcos Jr. announced Friday that warrants have been issued for the arrest of resigned congressman Zaldy Co and 17 others in the Department of Public Works and Highways and in Sunwest Corp., a company that Co founded.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/11/21/arrest-warrant-out-for-zaldy-co-others-tagged-in-flood-control-mess-marcos-jr-1635">Arrest warrant out for Zaldy Co, others tagged in flood control mess — Marcos Jr.</a></div><p>The Office of the Ombudsman had earlier issued a resolution finding probable cause to file criminal cases against Co and several others involved in an allegedly spurious <a href="https://www.abs-cbn.com/news/nation/2025/11/18/ombudsman-files-raps-vs-zaldy-co-others-in-oriental-mindoro-flood-control-project-1623">flood control project in Oriental Mindoro</a>.</p><p>In an interview, Dolor said that the development proves that the justice system in the Philippines continues to function.</p><p>&quot;Naniniwala ako na gumugulong ang hustisya sa Pilipinas,&quot; Dolor said.</p><p>&quot;Kung walang kasalanan, maki-clear. Pero kung mayroong may kasalanan, masasampahan at mapaparusahan,&quot; he also said.</p><p>Dolor also hinted that more individuals could be implicated as investigations continue.</p><p>The governor admitted he faced criticism when he first exposed the issue but said he remained steadfast despite pressure. </p><p>&quot;When you know the truth, you will be as brave as a lion,&quot; Dolor said. </p><p>He added that he was not targeting personalities but a system that needed correction. </p><p>&quot;2023 ko pa ito ipinaglalaban, pero noon wala pang nakikinig.
