MANILA — Six officials of the Department of Public Works and Highways Region 4B (MIMAROPA) were transferred on Monday afternoon, November 24, to the New Quezon City Jail in Barangay Payatas, Quezon City, following their arrest in connection with an allegedly anomalous flood control project in Oriental Mindoro.The transfer took place based on a commitment order issued by the Sandiganbayan.These include DPWH MIMAROPA Regional Director Gerald Pacanan; DPWH Director for Bureau of Maintenance Gene Ryan Alurin Altea; Assistant Regional Director Ruben Delos Santos Jr.; Construction Division Chief Dominic Gregorio Serrano; Project Engineer III Felisardo Sevare Casuno; and Bids and Awards Committee OIC Dennis Abagon.<div><a href="https://www.abs-cbn.com/news/nation/2025/11/24/-sumuko-na-kayo-marcos-says-7-accused-in-flood-control-scam-arrested-0718">‘Sumuko na kayo’: Eight accused in flood control scam under custody</a></div>The officials are facing charges of malversation of public funds through falsification of public documents and violation of Section 3(e) of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, in relation to the allegedly irregular ₱289.5-million road dike project at the Mag-asawang Tubig River in Naujan, Oriental Mindoro.Interior Secretary Juanito Victor “Jonvic” Remulla said the six will undergo standard procedures, including medical examinations, mugshot taking, and documentation, before being placed in detention.He stressed that none of the detainees will receive “special treatment.”Remulla also gave assurances regarding their safety inside the facility.“Sisiguraduhin namin na walang gang violence sa kanila. Sisiguraduhin namin ang seguridad nila. Sisiguraduhin namin na haharap sila sa batas kahit anong mangyari,” said Remulla.“Kasama nila ang mga regular na nakukulong dito sa Quezon City. Hindi ho namin inihiwalay sa bagong wing. Kaya pa naman dito. Hanggat kaya dito, dito muna namin ilalagay lahat ng mahuhuli namin.”Jail visits are permitted Tuesdays, Wednesdays, Thursdays, Saturdays, and Sundays, from 1:00 p.m. to 5:00 p.m.Bureau of Jail Management and Penology (BJMP) Chief JDir. Except kung may pagkain hong dala—siyempre ho subject po ‘yan kung pwede o hindi pwede, basta luto lang ho, bawal hong magluto sa loob dito,” said Rivera.According to Remulla, this is only the start of a broader enforcement effort.“Big fish are coming soon… We should expect the Discayas, the Senators, the congressmen within the next five weeks ay sunod-sunod silang makukulong na.”He also warned anyone who may be helping fugitives evade arrest.“Pakiusap ko lang po sa lahat, wag nyo na pong tulungan ang mga nagtatago. Kung mahal nyo sila, ibigay nyo sila sa awtoridad… Bibigyan namin ‘yong tatlong natitira pa na charged na hanggang Huwebes pumunta rito at magpakita.
