Terry Ridon said the first hearing will focus on the necessity of the project and examine its impact on flooding in adjacent areas.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/7/18/lawmaker-wants-denr-s-accountability-over-manila-bay-dolomite-project-1621">House rep wants DENR held accountable for Dolomite Beach project</a></div><p>“The first hearing will focus on the project’s necessity based on (a) the Manila Bay Sustainable Development Master Plan and (b) the Supreme Court’s Continuing Mandamus for the rehabilitation of Manila Bay,” Ridon said in a statement.</p><p>“The hearing will also examine the project’s flooding impact on adjacent Ermita–Malate areas, including the status of the Faura, Remedios, and Estero de San Antonio Abad drainage outfalls and any effects arising from the project’s engineering specifications,” he added.</p><p>The committee will also look at available alternative interventions and solutions to further “clean up, rehabilitate, and preserve Manila Bay,” and improve its water quality “to make it fit for swimming, skin-diving, and other forms of contact recreation”, according to Ridon.</p><p>The House panel will send invitations to the Department of Environment and Natural Resources, the Department of Economy, Planning and Development, the Department of Public Works and Highways, and the Metropolitan Manila Development Authority.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/7/17/denr-urges-local-governments-to-be-proactive-vs-climate-change-flooding-2004">DENR urges local governments to be proactive vs climate change, flooding</a></div><p>Some lawmakers from the House minority expressed support for the inquiry.</p><p>“It&#x27;s about time na malantad talaga na talagang useless naman itong proyektong ito. Sinimulan noong nakaraang administrasyon, kalagitnaan pa ng pandemic, over P600 million ang nagastos na rito. Hindi ito tunay na rehabilitasyon ng Manila Bay. Supposedly ‘yun ang intention dito,&quot; ACT Teachers Rep. Antonio Tinio said.</p><p>So dapat lang na maimbestigahan… makita kung gaaano kalaking pondo ba talaga ang nasayang at kung ‘yung extent ng corruption na involved dito. At kailangan mapanagot ang lahat ng sangkot dito up to the President himself dahil proyekto ito ng dating Pangulo,” he added.</p><div><br/></div><div><strong>POLITICALLY MOTIVATED?</strong></div><div><br/></div><p>Davao City 1st District Representative Paolo Duterte, meanwhile claimed that the investigation is politically motivated.</p><p>He claimed it is part of efforts to “cover up” other national issues, including the alleged corruption in the government.</p><p>“Pagkatapos ng ilang taon at dahil sa pulitika, pilit na ginagawan ng issue ang Manila Bay at pinapahid kay (dating) Pangulong Duterte upang siraan ito,” Rep. Duterte said in a statement.</p><p>“Walang problema mapanagot lahat kung may kasalanan gaya ng sabi ninyo kasama sa FPRRD dahil proyekto nya ito. Bakit tila pipi kayo sa pagpapanagot sa PUMIRMA na ng pinaka corrupt na budget ng 2023-2025!!! Nakakahiya kayo!
