Enforcers of the Manila Traffic and Parking Bureau apprehend e-bike drivers passing through Rizal Avenue and Recto Avenue in Metro Manila on April 15, 2024, the first day of the implementation of a ban prohibiting electric bikes along national roads. Motorists driving their e-bikes, e-trikes or similar vehicles on the prohibited roads will be fined P2,500. Unregistered vehicles that or those whose drivers cannot present a license will be impounded.

Mark Demayo, ABS-CBN News/File</div>MANILA -- The Land Transportation Office (LTO) has decided to hold off the impounding of e-bikes and e-trikes that will be caught operating on national highways on Monday, December 1. LTO Chief, Asec. Markus Lacanilao, said in a <a class="fr-green fr-strong" href="https://www.facebook.com/reel/1088508819903439">Facebook video</a> that they will hold an information drive to help users of light electric vehicles (LEV) the regulations to be enforced regarding e-bbkes and e-trikes. &quot;Bilang tugon sa mga hinaing ng publiko... pansamantalang walang impounding operation habang nagpapatupad muna kami ng malawakang information drive upang bigyan ng sapat na panahon ang lahat na maunawaan at makasunod sa umiiral na regulasyon,&quot; said Lacanilao.<div><a class="fr-green" href="https://www.abs-cbn.com/business/2024/10/16/lto-suspends-registration-of-e-trikes-e-bikes-e-scooters-630">LTO suspends registration of light electric vehicles, licensing of users</a></div>&quot;Simula De. 1, 2025 magiging visible ang ating LTO enforcers and personnel sa mga kalsada para isulong ang information drive,&quot; he added.Lacanilao said the enforcement of impounding operations will begin on January 2, 2026.  The LTO chief clarified there is no total ban on LEVs. Hindi ang pagtawid sa tamang tawiran,&quot; Lacanilao added.He also maintained that the prohibition of e-bikes from national roads is based on an existing law.&quot;Noon pa man malinaw na sa RA 4166 at sa ating Road Classification System na ang national roads ay para sa high speed motor vehicles para maiwasan ang aksidente at traffic hazard,&quot; said Lacanilao.Meanwhile, the LTO chief urged Congress to craft laws requiring the registration of LEVs. This will greatly help authorities to track down vehicle ownership in case of accidents, he said.<div><a href="https://www.abs-cbn.com/news/2024/4/19/e-bikes-bawal-pa-rin-sa-national-roads-1850">E-bikes bawal pa rin sa national roads</a></div>&quot;Kung dumating ang panahong may mangyaring aksidente, may masagasaan, may mamatas o may seryosong sakuna na kinasasangkutan ng isang LEV na walang plaka, walang rehistro o walang pinagkakakilanlan. Mahihirapan tayong matunton kung sinong may ari o responsible,&quot; he said.&quot;Trabaho ng mambabatas ang magbalangkas ng mas malinaw o mas modernong batas para sa LEV upang lubusang maprotektahan ang bawat Pilipino,. Kung sa tingin nila kulang ang batas, may kapangyarihan silang ayusin ito sa kongreso. Ang aming panawagan, sana wag na nating hintayin na may malalang trahedya muna bago kumilos.&quot;
