MANILA — The Independent Commission for Infrastructure (ICI) on Wednesday announced that the Department of Budget and Management (DBM) has ordered the release of over P41 million to support its operations until the end of 2025.“The Office of the President Acting on the recommendation of the Department of Budget and Management has ordered the release of P41, 481, 000 as the Independent Commission’s initial operating budget chargeable to the 2025 contingent fund,” ICI Executive Executive Director Atty. Brian Keith Hosaka said.“This approved budget covers the ICI’s operational requirements and capital outlay until the end of 2025. The Commission and the DBM are currently working on the other requirements for the immediate and prompt release and downloading of these funds,” said Hosaka.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/11/4/palace-creating-another-independent-people-s-commission-may-create-redundancy-1720">READ: Creating another Independent People’s Commission may create ‘redundancy’ -- Palace</a></div>Part of said budget will be for the hiring of 172 contractual employees of the ICI. It will also cover the procurement of equipment for livestreaming of hearings conducted by the commission.“This approvals will definitely enable the Commission to now efficiently and effectively carry out it core mandate and functions under Executive Order 94,” Hosaka added.Prior to the release of the budget, most of ICI staff were assigned from other government agencies, the official said.“Yung mga abogado natin ngayon are being detailed to us by other agencies, but with this staffing pattern being approved now, with the budget hopefully to be downloaded soon to the Commission we will be able to accommodate our organic staff already which would be compose of lawyers, accountants and engineers,” said Hosaka.“We were running on a purely on volunteerism... Most of the staff that we have [were] detailed to us by the other government agencies -- meaning, they do received their salaries from their mother agencies,” Hosaka told reporters.The ICI said it will prioritize the Commission’s personnel and service expenses and acquiring the necessary equipment for its operation.Hosaka said, even members of the Commission are not yet receiving their paychecks.“Yes, they haven’t…I haven’t received my salary,” according to Hosaka.
