Mark Demayo, ABS-CBN News/File</div>MANILA — Former Vice President and <a href="https://www.abs-cbn.com/news/regions/2025/5/13/leni-robredo-elected-naga-mayor-1049">now Naga City Mayor</a> Leni Robredo on Thursday enumerated the various ways her office fights corruption in the local government during a summit organized by the Institute for Solidarity in Asia.  Robredo was one of the speakers in the &quot;ISAng Bansa, ISAng Pangarap: National Summit for Public Governance&quot; who zeroed in on public sector integrity and anti-corruption.Robredo said she ordered the removal of the confidential funds in the city when she assumed office this year, adding that she also faced double-digit poverty and unemployment rates.&quot;Coming into the office, we inherited a constrained budget of just P1.8 billion with P1.1 billion allocated to salaries alone, and only about P520 million remaining for our essential programs,&quot; Robredo said.&quot;With such limited resources, every peso lost to corruption is a peso stolen from our people’s future. This is why integrity is not just a principle; it is an economic imperative,&quot; she said. “To signal that we are serious, the very first executive order I signed at noon of June 30 when I assumed office, was zero-tolerance policy against corruption. We declared there is no place in Naga for inflated project costs, bribes and kickbacks,” Robredo added.The local government also strengthened its internal audit service as an independent watchdog to assess departmental performance and investigate integrity issues, established spending and monitoring guidelines, and mandated baseline performance reviews, she said.Robredo added that they engaged the public, a foolproof way of holding those in office accountable.Asked what the effect of the flood control scam for them was, Robredo said it gave her the basis to be stricter in their systems, such as in reviewing disbursements.In her speech, Robredo cited the belief of her late husband, former Department of the Interior and Local Government Secretary Jesse Robredo.“He believed sa Naga ang pagpipigil ng korupsiyon ay magsisimula sa pamahalaang tapat, bukas at may integridad. To me, Naga is a beacon of good governance and we needed to ensure that it remained so,” the mayor said.
