Leila de Lima said on Saturday. </p><p>Duterte, with 15 others, is facing plunder, graft, bribery, and malversation complaints over an alleged &quot;deliberate system&quot; to mishandle confidential funds.</p><p>The complaint also included Office of the Vice President (OVP) chief-of-staff Zuleika Lopez and former Department of Education undersecretary Michael Poa.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/12/12/sara-duterte-ovp-and-deped-execs-face-plunder-raps-over-confidential-funds-1334">READ: Sara Duterte, 15 others face plunder raps over confidential funds</a></div><p>Matthew Silverio, the secretary general of Student Council Alliance of the Philippines, said the complaint could translate into a case at the Sandiganbayan and could even be used for her impeachment case. </p><p>Silverio – among the complainants – said they want the Office of the Ombudsman to do their mandate and look into the pieces of evidence they showed regarding the alleged misuse of P612.5 million in confidential funds. </p><p>&quot;Puwedeng both. Very strong… ang ebidensya. Puwedeng mauwi sa dalawang yun – kaso sa Sandiganbayan at impeachment,&quot; Silverio said in a radio interview. </p><p>&quot;Kung tatatnungin kami kung ito ay mapupunta sa impeachment complaint. It can lead to that yes. We are confident na if the Ombudsman ay gagalaw, igagalaaw ng Ombudsman ang baso, he will find our evidence very credible. He can recommend filing with the Sandiganbayan impeachment or maybe both,&quot; he added. </p><p>He said he was disappointed that these funds could have been used for DepEd teachers and students’ needs. </p><p>&quot;Bat ba ito naubos nang parang bula? Marami kaming sinaliksik din na patong-patong na ebidensya. If gagalaw talaga ang Ombudsman, makikita natin na itong mga allegations at yung mga evidence na pinrisenta namin ay malakas,&quot; he said. </p><p>In a Saturday news forum, ML party-list Rep. Leila de Lima echoed Sliverio’s sentiments, saying the complaints filed presented stronger evidence against Duterte. </p><p>This can also be a ground for another impeachment complaint against the Vice President, according to De Lima. </p><p>&quot;&#x27;Yung mga allegations, mga findings, mas focused ito ngayon sa mas maraming ebidensya. Basically the same ulit pero mas natutukoy yung specific violations. Ito, nakatukoy, nakasentro sa misus  or alleged misuse of those confidential funds and overall grounds pa rin siya ng impeachment,&quot; said the former justice secretary.</p><p>&quot;This can be either or both ombudsman can opt to file this directly with the Sandiganbayan as plunder and graft cases,&quot; she added. </p><p>Earlier on Saturday, Duterte said the plunder complaint filed against her before the Office of the Ombudsman is a &quot;fishing expedition&quot; weaponized &quot;to create a semblance of procedural legitimacy for an investigation.&quot;</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/12/13/sara-duterte-says-plunder-complaint-against-her-weaponized-for-probe-0912">READ: Sara Duterte says plunder complaint against her weaponized for probe</a></div><p>But De Lima countered the Vice President, asking how could this be a fishing expedition when the evidence against her is supposedly &quot;voluminous.&quot;</p><p>&quot;Mayroon pang nadagdag sa mga ebidensya na yun. How can that be considered a fishing expedition? A fishing expedition presupposes walang ebidensya. These are voluminous evidence.
