<p>MANILA — Bicol Saro Party-list Rep. Terry Ridon believes the truth did not die with former DPWH Undersecretary Ma. Catalina “Cathy” Cabral as there could be documents relevant to the flood control controversy that the government can secure.</p><p>“We should be able to retrieve it,” Ridon, who co-chaired the House infracomm that probed into the flood control fiasco said in a forum Saturday, December 20. </p><p>This, as he also took note of Batangas Rep. Leandro Leviste saying Cabral had supposedly given him a list as early as September that allegedly contains projects with names of proponents.</p><p>“My question to him is it has been several months since supposed document had been provided to him, why has he not disclosed it up until today, ‘di ba?” he said.</p><p>He added that Leviste may have wanted to honor Cabral&#x27;s confidence in him, in which case, &quot;[the supposed list]] should be seen in the next couple of days.&quot; </p><p>He said the list Leviste has supposedly details who are involved in corruption and kickbacks.</p><p>The lawmaker explained the alleged list needs to be studied to identify whether the proposals were made properly, whether kickbacks were made from the insertions and if the projects were well implemented, substandard or “ghost” or non-existent.</p><p>“It did not come from us, it came from Rep. Leviste. The challenge to him is basically disclose that list if he actually wants to honor the memory of former Usec. Cabral,” he noted.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/19/driver-of-ex-usec-cabral-now-person-of-interest-over-her-death-pnp-1329">Remulla: Cabral&#x27;s death will not stop probe into flood control corruption</a></div><div> </div><div><strong>ICI BILL</strong></div><p>For now, Ridon said the House infracomm probe is deemed suspended as long as the Independent Commission for Infrastructure (ICI) exists.</p><p>“Kung ano ang magiging fate ng ICI, so for example ma-suspend din siya or mag-sunset provision siya, pwede kaming magsimula muli,” he said.</p><p>(It is tied to the fate of the ICI. If it is suspended or its authority lapses, then we can start again)</p><p>The lawmaker will also wait for the resolution to be filed by Caloocan City 2nd District Rep. Edgar Erice seeking an inquiry into Cabral’s death and her possible participation in the flood control anomalies.</p><p>Ridon also hopes that the bill strengthening ICI will be passed into law within the first quarter of 2026 and the body’s composition should be “multidisciplinary”, or will have inclusive representation.</p><p>“Marami ho talagang mga sangkot na legislators, congressmen, senators po rito. So, we would want an actual independent body. And kakambal naman po nito ‘yung pagpapalakas ng ICI,” he said.</p><p>(There really are a lot of legislators — congressmen, senators — involved in this.
