<p>MANILA - Davao City Rep. Paolo Duterte maintained that all Department of Public Works and Highways projects implemented in Davao City from 2020 to 2022 have been fully accounted for and &quot;officially certified as completed by the DPWH.&quot;</p><p>In a statement issued Friday, the Davao City congressman said transparency measures have already been undertaken, including the public release of a consolidated list of DPWH projects amounting to approximately ₱49 billion covering the same period.</p><p>“These projects were implemented, constructed, and officially certified as completed by the DPWH,” said Duterte said.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/10/paolo-duterte-s-planned-17-country-tour-raises-questions-from-colleagues-1921"><strong>Paolo Duterte&#x27;s planned 17-country tour raises questions from colleagues</strong></a></div><p>The congressman said the records are supported by agency certifications and completion reports.</p><p>Duterte issued the statement in reaction to reports citing alleged “leaked” budget documents that linked certain legislators and officials to DPWH project requests during earlier budget cycles.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/4/paolo-duterte-declines-vague-ambiguous-ici-invitation-1003"><strong>Paolo Duterte declines ‘vague, ambiguous’ ICI invitation </strong></a> </div><p>“Facts, certifications, and completed projects speak louder than leaked lists and selective narratives,” he said.</p>
