PNP says Torre 'ipso facto' resigned; retirement yet to be discussed

MANILA — The Philippine National Police (PNP) said discussions on former PNP chief General Nicolas Torre III remain unsettled following his assumption as general manager of the Metropolitan Manila Development Authority (MMDA).PNP spokesperson Brigadier General Randulf Tuaño said the PNP-Directorate for Personnel and Records Management (PNP-DPRM) will lay out the necessary processes related to Torre’s separation from the police service.“Hindi pa napag-usapan ang retirement honors niya maliban sa statement na binigay ng NAPOLCOM na siya ay ipso facto  (by that very fact) resigned. Kakausapin natin ang DPRM ilalatag nila ang lahat ng mga proseso,” he explained.NAPOLCOM Vice Chairperson and Executive Officer Commissioner Rafael Vicente Calinisan earlier said Torre’s appointment to the MMDA, and his acceptance of the post, automatically meant his resignation from the PNP.“With the appointment of Torre to the MMDA, and his acceptance of the post, he has ipso facto resigned from the police force,” Calinisan said in a separate statement.Calinisan added that Torre’s resignation from the PNP, clears the way for acting PNP chief Police Lieutenant General Jose Melencio Nartatez Jr. to receive the four-star rank that comes with his original appointment as PNP chief.“This provides that much needed clarity in the PNP, as Nartatez has full operational accountability and leadership responsibilities for months now,” Calinisan said.“I am personally looking forward to the donning of the four-star rank to Gen Nartatez by the President,” he added.However, Tuaño said there is still no report on when the rank will be formally awarded, noting that the conferment will come from Malacañang.
