<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/176698201748820250728-marcos-sona-congress-JC11.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">Lawmakers, government leaders, and diplomats listen to the fourth annual State of the Nation Address of President Ferdinand Marcos Jr. at the House of Representatives in Quezon City on July 28, 2025. <em>Jonathan Cellona, ABS-CBN News/File</em></span></span></span></div><p>MANILA — Fifty-four percent or a small majority of adult Filipinos say they are supportive of legislation against political dynasties, a new Pulse Asia survey released Monday suggested. </p><p>Some 69 percent of those surveyed in Metro Manila backed the proposed measure, while the majorities in the rest of Luzon (59 percent), the Visayas (59 percent), and Class D or &quot;masa&quot; (57 percent) also concurred with the immediate passing of an anti-political dynasty bill.</p><p>The pollster noted that residents in Mindanao — which recorded the <a href="https://www.abs-cbn.com/news/business/2025/1/8/more-filipinos-poor-as-self-rated-poverty-hits-highest-level-in-21-years-sws-1629">highest poverty levels late last year</a> — were split on the matter in three ways: 34 percent agreed, 38 percent were undecided, and 27 percent disagreed. </p><div><a href="https://www.abs-cbn.com/news/regions/2025/6/30/walang-available-walang-pambili-sws-breaks-down-reasons-for-rising-hunger-in-mindanao-visayas-1623">SWS breaks down reasons for rising hunger in Mindanao, Visayas</a></div><p>The Philippines still lacks a measure banning political dynasties despite the 1987 Constitution mandating lawmakers to craft one.</p><p>President Ferdinand Marcos Jr. early this month made a rare call on Congress to <a href="https://www.abs-cbn.com/news/nation/2025/12/9/marcos-directs-congress-to-prioritize-anti-dynasty-party-list-reform-bills-1227">prioritize</a> passing a law that would prohibit political dynasties.</p><p>His remark came against the backdrop of investigations into the multibillion-peso corruption in flood control and other infrastructure projects, which triggered protests calling for accountability and reforms in government.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/15/4-decades-in-congress-can-the-anti-political-dynasty-bill-this-time-be-different-1955">4 decades in Congress: Can the anti-political dynasty bill this time be different?</a></div><p>Lawmakers in the current Congress have filed various versions of anti-political dynasty bills, including an iteration introduced by House Speaker Faustino Dy III and House Majority Leader Sandro Marcos, both of whom come from prominent political clans.</p><p>Their critics said their version was &quot;deceptive,&quot; as it still allowed &quot;fat&quot; political dynasties.</p><p>Political dynasties, especially those classified as <a href="https://www.youtube.com/watch?v=n0OxL00wZ-A">&quot;fat&quot; dynasties</a>, have been blamed as one of the factors in persisting corruption and poverty in the country.</p><p>Rep. Zia Alonto Adiong, who chairs the House Committee on Suffrage and Electoral Reforms, said that the House leaders&#x27; version would not be the final form approved at the committee level because the final draft would be <a href="https://www.abs-cbn.com/news/nation/2025/12/12/house-panel-to-consolidate-more-than-10-anti-political-dynasty-bills-1746">a consolidation of more than 10 anti-political dynasty bills</a> pending at the lower chamber.</p><div><br/></div><div><strong>HALF OF FILIPINOS SEE NEED FOR ICI WITH MORE TEETH</strong></div><div><br/></div><p>Marcos had also created an Independent Commission for Infrastructure or ICI to investigate the flood control scandal, but lawmakers now worry that the corruption probe would lose steam with the <a href="https://www.abs-cbn.com/news/nation/2025/12/26/lawmakers-say-ici-now-a-lost-cause-after-another-commissioner-s-resignation-1018">looming death</a> of the body.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/26/palace-on-fajardo-s-ici-resignation-she-has-already-accomplished-her-task-1319">Palace on Fajardo’s ICI resignation: ‘She has already accomplished her task’</a></div><p>Some legislators have been campaigning to create a fully empowered ICI, which they call the Independent Commission Against Infrastructure Corruption, to save the independent probe. </p><p>The same Pulse Asia survey suggests that half or 52 percent of those polled saw the &quot;urgency&quot; in the effort.</p><p>The survey has a 1,200 sample size and was conducted from December 12 to 15.
