MANILA — House Committee on Appropriations Chairperson and Nueva Ecija 1st District Representative Mikaela Suansing said the House-approved infrastructure budget proposal for her district next year “emanated” from the Department of Public Works and Highways.She issued the statement after a PCIJ report claimed that the House of Representatives proposed P23-billion “insertions” in the 2026 DPWH budget. Of that amount, the biggest chunk supposedly went to the House Speaker’s district, followed by Suansing’s district, and the district of her sister, Sultan Kudarat 2nd District Rep. Bella Suansing.The House Appropriations Chairperson denied there were “insertions” in the proposed 2026 budget. But she neither confirmed nor denied the House-proposed infrastructure budget amounts for her and her sister’s districts.“Lahat po ito ay nakabase doon po sa mga in-endorse ng mga district engineering offices ng kanya-kanyang mga distrito base po sa mga pangangailangan. So lalo na po pagdating sa DPWH budget, makikita po natin lahat yan… nag-emanate po yan sa agency at doon po sa mga inilatag na plano, inilatag na mga programa ng mga respective district engineering offices,” Suansing said.“I will echo the statement of Speaker Bojie Dy that wala pong insertions sa ating budget. Wala pong tago na mga pondo o progama na isiningit sa budget. Lahat po ito ay dumaan sa masusing deliberasyon ng Kongreso,” she added.On the House-proposed P10 billion hike in the lower chamber’s budget, Suansing denied that it was done in “secret” as a lawmaker previously claimed.She also explained that the executive’s proposed 2026 budget for the House of Representatives was lower than the institution’s current budget due to “insufficient” assumptions.“Dumaan po ‘yun sa masusing deliberasyon… One important justification is that the NEP levels po, at kinakausap po namin ‘yung DBM patungkol dito, kasi po 312 po kami na mga kongresista. Ang assumption lang po sa NEP level is around 260-280. So kulang po ‘yung assumption nila,” Suansing said.“Kung i-compare niyo po yung level ng GAA, GAA 2025 sa level ng GAA 2026, bumaba po ang budget ng House of Representatives,” she added.“Pasikreto daw po itong pinasok, I invite him to again review the deliberations. Inilatag po ito sa deliberasyon sa plenaryo ng Kongreso, at linatag din po ito sa deliberasyon ng bicam. So definitely po, hindi po pa-sekreto,” Suansing noted.
