<p>MANILA -- The Office of the President recorded a half-billion peso balance in audit disallowances for 2024, according to the Commission on Audit.</p><p>According to the audit findings, the OP did not receive any Notice of Suspension, Notice of Disallowance, or Notice of Charge, but its existing balance of disallowances under appeal was over P490,000,000 as of December 2024.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/2/coa-flags-p14-4-m-unsettled-expenses-from-presidential-trips-1141"><strong>COA flags P14.4-M unsettled expenses from Presidential trips</strong></a></div><p>Under its 2009 Revised Rules of Procedure, COA defined a disallowance as the disapproval in audit of a transaction, whether fully or partially. If a government transaction is flagged as irregular, unnecessary, excessive, extravagant or illegal, the disallowed funds must be returned to the government.</p><p>Meanwhile, the Notices of Suspension, Disallowances, and Charges are audit documents used to question, prohibit, or demand restitution for improper government spending.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/3/72-of-op-s-digitization-projects-still-unimplemented-coa-reports-1403"><strong>72% of OP&#x27;s digitization projects still unimplemented, COA reports</strong></a></div><p>Out of the OP’s P12 billion total allotments for 2024, 78 percent had been obligated, and the agency achieved a utilization rate of 97 percent.</p><div> </div>
