Yummie Dingding, PPA pool "/><span class="fr-inner" style="text-align:left"> Health Secretary Dr. Teodoro “Ted” Herbosa attends the sectoral meeting presided by President Ferdinand Marcos, Jr. on Tuesday, June 13, 2023 at Malacañang Palace. <em>Yummie Dingding, PPA pool </em></span></span></span></div><p>MANILA — Health Secretary Teodoro Herbosa “still enjoys the trust” of President Ferdinand Marcos Jr., Malacañang said on Friday, after several Department of Health workers urged the Office of the Ombudsman to investigate the Cabinet member’s close ties with a pharmaceutical company.</p><p>“Ngayon po, maia-assume natin na (We can assume at the moment that) he still enjoys the trust of the President,” Communications Undersecretary Claire Castro told Palace reporters.</p><p>She said it would be better to wait for the Office of the Ombudsman to evaluate the allegations against Herbosa and launch an investigation if necessary.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/1/discaya-owned-firm-has-an-unfinished-project-under-doh-herbosa-1528"><strong>Discaya-owned firm has an unfinished project under DOH: Herbosa</strong></a></div><p>In an 11-page affidavit, several DOH employees questioned Herbosa’s alleged “fraternizing” with Zuellig Pharma Corp., noting that the company has been awarded millions in deals from the health department.</p><p>The complainants questioned Herbosa&#x27;s continuous participation in Zuellig-sponsored trips and activities even if he is the head of the DOH’s procurement panel.</p><p>The Palace also downplayed allegations that Executive Secretary Ralph Recto’s transfer of the trust fund from PhilHealth and Philippine Deposit Insurance Corp. when he was finance secretary would constitute technical malversation.</p><p>Castro said the move had been cleared by the Office of the Solicitor General, Office of the Government Corporate Counsel, Governance Commission for GOCCs, and the Commission on Audit.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/5/supreme-court-orders-government-to-restore-p60-b-philhealth-fund-1435"><strong>SC orders gov&#x27;t to restore P60-B PhilHealth fund, bars further transfers</strong></a></div>
