Jonathan Cellona, ABS-CBN News</div>MANILA (UPDATED) — Agriculture Secretary Francisco Tiu Laurel Jr. on Monday declared a food security emergency on rice due to “extraordinary” rise in local rice prices.In a statement, the Department of Agriculture said the decision was made based on the recommendations from the National Price Coordinating Council (NPCC).“This emergency declaration allows us to release rice buffer stocks held by the National Food Authority (NFA) to stabilize prices and ensure that rice, a staple food for millions of Filipinos, remains accessible to consumers,” Tiu Laurel said.Under Republic Act No. 12078, a recent amendment to the Rice Tariffication Law, the agriculture secretary can declare a food security emergency in response to extraordinary price increases.This allows the DA chief to direct the National Food Authority to release buffer stocks to government agencies, local government units, and the KADIWA ng Pangulo program, with the aim to stabilize rice prices and protect consumers from further price hikes.Some 300,000 metric tons of rice from the National Food Authority are expected to be released to local government units after the formal declaration.The rice buffer stock will soon be sold in wet markets at P38/kilo, and is expected to pull down commercial rice prices.This is the latest development in a series of efforts of the Department to bring down rice prices.Earlier, the DA started selling P38 rice in Kadiwa stores, and imposed a P58 per kilo maximum suggested retail price for imported rice.The food security emergency will remain in effect until the situation improves, but Tiu Laurel said it will be reviewed to check when it can be lifted. -- with a report from Jervis Manahan, ABS-CBN News<div>RELATED VIDEO:</div><div><iframe width="640" height="360" src="https://www.youtube.com/embed/VxMk8_3DJ0w?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe> </div>
