MANILA — The National Police Commission (Napolcom) said Wednesday evening that the whereabouts of the police officer who threatened war against the International Criminal Court (ICC) and Interpol is unknown and he is currently "at large."
This was after Patrolman Francis Steve Fontillas (also known as "Fonts Stv Vlogs" in his Facebook account), posted a "threat" around early March directed at the ICC and Interpol, saying he will bring war against them if they tried to "lay [a] finger on our Tatay Digong."

"Sadly, he's at large. Sa ngayon, nasa Facebook page niya at naghahamon. Wala siya ngayon sa Quezon City Police District (QCPD), 'yung whereabouts niya sa ngayon ay pinaghahanap, at siya ngayon ay inuutusan ng QCPD director niya na mag-report sa kampo at inuutusan namin siya, bilang Napolcom, na magreport sa QCPD," Napolcom Commissioner Ralph Calinisan said in an interview with TeleRadyo Serbisyo's Johnson Ikwento Mo.

Napolcom also disclosed that last February, Fontillas' superior requested the QCPD's health service to conduct a mental health check on Fontillas.

"Itong health service ng QCPD, nagrequest sa regional office na baka kinakailangan ng mas malalim na examination sa mental health condition ni Fontillas. 'Yun ang hindi sinisipot ni Fontillas. He refuses to be tested, to be examined by the medical [team] of the Philippine National Police (PNP)," Calinisan said.

Napolcom said that it has filed a grave misconduct case and conduct unbecoming of a police officer against Fontillas after conducting their own investigation on the matter.

"Ganyan ba ang asal ng mga normal na pulis? Na magtatawag ka ng kaguluhan sa ating bayan... Gusto mong magkagulo at hahamunin mo ang kung sinong makabangga mo sa iyong opinyon? Hindi siya repleksiyon ng isang ideal na pulis," Calinisan said.

"Hindi 'yun repleksiyon ng 225,000 na pulis na nakasuot ng uniporme. Hindi siya bagay na magsuot ng uniporme," he added.

Calinisan also said that it doesn't matter if Fontillas was off-duty when he posted such things as being off-duty does not mean he's not a police officer anymore.

"Hindi naman porket ikaw ay off-duty, hindi ka na policeman. You are a policeman 24/7. Hangga't mag-retire ka sa serbisyo, ikaw ay nasa serbisyo, ikaw pa rin ay pulis," he said.

When asked on the possible sanctions Fontillas might face, Calinisan said the police officer may be suspended, demoted, or stripped of his badge entirely.

"Ang pinakamababa ay suspension. Ang middle penalty ay maaaring demotion—pero take note siya ay patrolman na, the lowest ranking police officer in PNP. O kung maramdaman namin na kinakailangan, the penalty can be dismissal from service," he said.
