"Meron po pala talagang reklamo na dito sa pulis na involved, may red flag regarding sa kanyang health condition. Meron pong naipakita, evaluation po ng neuropsychiatric division na siya po ay may mga mood swings po pala talaga as early as 2003 at siya nga po ay under medication hanggang October 2024," Castro said.

She added Fontillas was allowed to return to regular duty when his condition improved.

"Kahit naman po noon ay talaga naman pong strikto sa pagpili ng kakatawanin po ng PNP ang pamunuan ng PNP. May pagkakataon po siguro, mga isolated cases na nagkakaganito na habang sila po ay nagkakaroon ng kanilang serbisyo ay doon po lumalabas kung anuman 'yung naging problema," Castro said.
