Comelec seeks additional P5-B for building construction

MANILA — The Commission on Elections (Comelec) is seeking over P5 billion additional budget for the construction of its own building in Pasay City.

Comelec Chairman George Garcia told the media during an on-site inspection that the originally over P8-billion budget for the 3 buildings of the agency needs more funding.

“May budget na rin po yung mismong building natin kaya lang manghingi ng dagdag dahil na-compute po kasi yung mimong total amount ng kabuuan ng presyo ng building noong 2018 pa….masyado na pong nagmahal ang presyo ng kagamitan,” Garcia said.

“Ngayon po ang binigay sa 'min ay P8.225 billion, mukhang kakailanganin po ng kabuuan na P13 billion dun sa mismong halaga ng pag-increase ng mismong presyo ng mga gamit pang-construction,” he added.

According to Garcia, the 3 buildings include warehouses, parking spaces, events venue and dormitories for its personnel.

He explained that the commission will save money with its own building compared to its expenses for office rentals which cost almost P200 million per year.

“Mas makakatipid po, sa renta pa lang po ng Comelec sa isang-taon…P170 million more or less sa mga inuupahang opisina, hindi pa kasama yung mga event namin na kakailanganin ng mga venue na malalaki - napakalaki po ng amount na yun, millions of pesos po,” Garcia explained.

“Pag sinuma-tutal po natin yung lahat ng ginagastos ng Comelec lalo na sa warehousing - lalo na po sa ating inuupahan na mga building sa tabi nung Palacio del Gobernador…napakalaki po sa kumpara kung magpapagawa tayo ng building…kailangang-kailangan ng Comelec itong building na ito,” Garcia explained.

Garcia is confident that the Marcos administration will grant its request for additional budget, saying Comelec is the only government agency that was given a go signal to construct its own building facilities.

“Naniniwala naman po tayo na binibigyang priority rin ng present administration sapagkat kami lang ang binigyan ng pagkakataon na makapagpatayo ng ganitong kalaking building,” Garcia said.

The Comelec hopes to finish the project in 3 to 4 years.
