MANILA -- Dismissed Bamban, Tarlac mayor Alice Guo and her alleged sister, Shiela Guo, could have used a backdoor to leave the country last year, according to the National Intelligence Coordinating Agency (NICA).

During the hearing of the Senate Subcommittee on Justice and Human Rights on Tuesday, NICA Director Ferlu Silvio presented a theory on Guo’s escape route based on their investigation and coordination with counterparts from Malaysia, Singapore and Indonesia.

“Mas malapit po ang Tawi-Tawi area,” Silvio said.

From Tawi-Tawi, the two could have travelled by sea and entered Kota Kinabalu in Sabah, Malaysia, according to Silvio.

“We were able to obtain a photocopy of actually the sister of Alice Guo, pumasok po siya allegedly base po sa passport. Shiela Guo entered, medyo malabo kasi doon po, sa KK o Kota Kinabalu so titingnan natin, talagang porous ang border,” Silvio explained.

“Possibly from KK then to Kuala Lumpur International Airport, and then from KLIA-1 to Singapore Airport Changi. And then nag-ferry na po sila from Singapore to Batang, Indonesia,” he added.

Bureau of Immigration Intelligence Division Chief Fortunato Manahan, Jr. said they have the same theory as NICA.

Up to this day, authorities have not established with certainty how Guo was able to flee in July. She was arrested in Indonesia in September.

Shiela was also arrested in Indonesia.
