MANILA -- The Commission on Elections (Comelec) is now studying the guidelines of the Department of Social Welfare and Development (DSWD) on giving financial assistance to the beneficiaries of its AKAP program.

Comelec chairman George Garcia said the guidelines were received by the commission’s Law Department on Wednesday. 

“Yung guidelines ng AKAP ay natanggap na ng ating Law Department kahapon at kaagad yung Law Department yun ay pinag-aaralan bago i-recommend sa atin kung ano yung tamang action. Inaalam nating mabuti kung yung bang mga benepisyaryo ay mapipili nang tama at the same time yun bang mga ayuda lalo na yung AKAP ay madi-distribute base sa hindi tume-take advantage na mga pulitiko o mga kandidato,” Garcia told the media. 

According to Garcia, the agency wants to make sure that no financial assistance from the government will be spent to give favors to any politicians or running candidates for the 2025 midterm polls.

“Basta hindi ito dapat napupulitika at mapupulitika o magagamit sa pangangampanya o para maituturing na parang pondo ng isang kandidato o pulitiko,” Garcia said. 

In the meantime, Garcia said it will use the new DSWD guidelines on the first approved request for exemption for the distribution of more than P800 million AKAP funds. 

“Umasa po kayo na itong guidelines na ito gagamitin muna natin dun sa unang request na na-approve natin conditionally yung P882 million, pero pag-aaralan natin dun sa pangalawang request naman kung saan almost P12 million naman yung hinihingi ng DSWD na exemption para sa AKAP,” Garcia said. 

Garcia explained that technically, social services during the election period are prohibited based on the 1985 Omnibus Election Code. 

“Madami na rin ang mga ayuda na dati-rati ay wala, so ngayon may mga pangalan na….and so again, yan ay mga social services na kailangang-kailangan kasi ng mga kababayan natin, lalo na ng mahihirap nating mga kababayang Pilipino basta ba tama lang yung pamamahagi sa 45-araw ng campaign para sa local candidates,” Garcia said. 

“Ang purpose po natin ay huwag magkaroon ng abuse of state resources na hindi dapat nagagamit ang pondo ng bayan para lamang sa pagpo-promote ng kandidatura ng iilan, dahil hindi naman po kanilang pondo 'yan, hindi naman po kanilang pera yan,” Garcia added.
