Comelec tells candidates: Observe guidelines on selling P20/kg rice

MANILA -- The Commission on Elections (Comelec) reminded candidates to observe its guidelines on selling the Agriculture Department’s P20/kg rice, 12-days before the upcoming 2025 midterm elections.

In an ambush interview on Wednesday, April 30, Comelec chairman George Garcia said the poll body has already issued spending ban exemption for the Department of Agriculture’s P20/kg rice program.

However, there is also an existing guidelines that prohibits “ayuda” distribution or any form of financial assistance 10-days before election day or starting May 2.

“Pinapanindigan ng Comelec na walang kahit ano na ayuda, distribution, o anuman pangalan sa 10 araw bago election na magsisimula sa may 10. Ang exempted lang na pwede pamigay ay yung tulong sa burial at medical,” according to Garcia.

Garcia made these reminders when asked by reporters to clarify whether Kadiwa outlets of the government that sell cheaper rice are also included in the ban exemption.

“Basta sundin yung nilatag natin na guidelines. Ang atin pong pakiusap sa kanila, alam ko maglalatag sila tomorrow d'yan sa Visayas ng P20 na bigas, sana pakiusap natin baka pwede after ng rollout, after election na ang kasunod na rollout para hindi maakusahan na ang bigas ay napupulitika,” Garcia told reporters.

“Binigyan naman ng Comelec ng exemption na nagpapatunay na sumusuporta ang Comelec sa ganitong program na napakaayos sapagkat kailangan ng mga kababayan natin ng tulong na mas murang bigas,” Garcia added.

Garcia explained that the poll body is waiting for some more clarifications from the DSWD if selling cheaper rice can be considered as a form of “ayuda”.

“Ang tanong kasi dyan ay kung yang 20 na bigas na yan ay in the form of an ayuda.  Kung yan ay form of ayuda absolutely prohibited yan sa 10 araw na nakalatag sa resolution natin. Ngayon kung yan naman ay programa ng halimbawa ng DA hindi na dapat hingi sa amin ng exemption dun sa 10 araw na yan. Again gusto lang naming maliwanagan kami pag sila ay muling sumulat sa amin. In the meantime ang importante as of this time ay approve ang request for exemption na hiningi sa atin ng DA,” Garcia said.
