CAMP CRAME — Ten police Criminal Investigation and Detection Group (CIDG) personnel assigned in the Southern Metro Manila District Field Unit (SDFU) were put under restrictive custody at the PNP Custodial Facility for alleged robbery, extortion, and kidnapping. 

CIDG chief PMGen Nicolas Torre III confirmed in a statement on Wednesday.

In a separate press briefing, PNP spokesperson PBGen Jean Fajardo said that the incident happened at about 3:45 p.m. on February 17, 2025, where the accused personnel raided a warehouse at First Tondo Complex, Tondo, Manila, and brought people to the CIDG-SDFU Office at Lawton Avenue, Taguig City, for alleged violation of the Firearms Law.

“Ang mga ranggo po ng mga pulis na ito ay isang police lieutenant colonel, isang major at apat po na sergeant, isa pong corporal at tatlo pong patrolman,” said  Fajardo.

“Ngayon po ito pong sampu na ito na mga tauhan po ng CIDG ay nakakulong po sa Custodial Facility dito po sa Crame. This is an offshoot po doon po sa report po na iniimbestighan ng IMEG.”

 The accused personnel reportedly demanded P100 million in exchange for the victims' release. A negotiation ensued, and ultimately, the demand was lowered to P18 million. 

 “However, after po nilang magbigay sabi po ng mga complainant ay sinakay sila sa sasakyan, inilipat po sa isang lugar at doon meron mga nakalatag po na mga baril po at pinaturo po sa kanila yung mga baril po na yun. At pagkatapos po nun nagdemand pa po ng additional pera pero di na sila nakapagbigay,” said Fajardo.

 The three complainants were released the next day after posting bail.

 They sought help from the Integrity Monitoring and Enforcement Group (IMEG).

The IMEG then recommended the filing of criminal and administrative cases against the personnel including grave misconduct, conduct unbecoming of a police officer, and neglect of duty under NAPOLCOM Memorandum Circular No. 2016-002 in relation to violations of Section 1 of RA 1084 or Kidnapping and Serious Illegal Detention, Section 38 of RA 10591 or Planting of Evidence, and Article 269 or Unlawful Arrest of the Revised Penal Code.

 “Ang sabi po ng ating Chief PNP kagabi ay pinatututukan po niya itong kaso na ito, pinabibilis po niya yung summary dismissal proceeding nung mga pulis na ito para daliang matanggal sa serbisyo ang mga ito. Hindi po natin ito tinotolerate,” said Fajardo.

 The accused CIDG personnel’s issued firearms and badges were immediately recalled and turned to CIDG NCR Logistics Section, said the CIDG.

 "I will never tolerate such shenanigans in CIDG under my watch. However, it is very disheartening for me to see several members of my unit allegedly breaching internal discipline and committing such a heinous crime,” said Torre.
