Imee Marcos asks Ombudsman to probe high-ranking officials involved in Duterte's arrest

<p>MANILA – Reelectionist and presidential sister Imee Marcos has formally requested the Office of the Ombudsman to investigate high-ranking officials involved in the arrest of former President Rodrigo Duterte last March.  </p><p>Marcos personally submitted the Chairman’s Report of the Senate Committee on Foreign Relations to the Ombudsman on Friday afternoon.  </p><div><a href="https://www.abs-cbn.com/news/nation/2025/4/30/sara-duterte-thanks-imee-marcos-for-senate-probe-on-dad-s-arrest-wants-charges-filed-vs-officials-1027">Sara Duterte thanks Imee Marcos for Senate probe on dad’s arrest, wants charges filed vs officials</a></div><p>In her letter to the Ombudsman, Marcos said during the Senate inquiry they “uncovered acts by high-ranking government officials that much very likely constitute criminal and administrative offenses.”</p><p>“I am requesting that these officials, all of whom are named in the Report, be investigated, and where appropriate, prosecuted and/or sanctioned in accordance with the applicable laws, rules and regulations,” Marcos wrote in the letter.  </p><p>&quot;Tina-transmit ko ang Chairman&#x27;s report na bunga ng Senate investigation on the arrest and extraordinary rendition of President Rodrigo Duterte na tinangay siya hanggang sa Hague. Mukhang maliwanag na maraming nilabas sa batas, sa saligang batas, pati sa international law,&quot; Marcos said. </p><p>&quot;Kaya&#x27;t mananagot, kinakailangan, kung mapatunayan ang lahat na ito ang ilan pong napaka-taas na opisyal natin,&quot; she added.</p><p>The report recommends the filing of criminal and administrative charges against Justice Secretary Jesus Crispin Remulla, PNP Criminal Investigation and Detection Group Chief Maj. Gen. Nicolas Torre III, Interior Secretary Jonvic Remulla, Philippine National Police Chief Gen. Rommel Marbil, and Special Envoy for Transnational Crime Markus Lacanilao. </p><div><a href="https://www.abs-cbn.com/news/nation/2025/4/29/imee-marcos-wants-ombudsman-probe-on-cabinet-officials-tagged-in-duterte-arrest-1251">Imee Marcos wants Ombudsman probe on Cabinet officials tagged in Duterte arrest</a></div><p>The officials have stood by the government&#x27;s actions on the former President&#x27;s arrest and denied &quot;kidnapping&quot; accusations by the Duterte camp.</p><p>&quot;Legal man o hindi, kinailangan talaga isama dahil inamin niya na siya talaga ang nag-utos itong mga pangyayari na hindi naman katanggap-tanggap,&quot; Marcos said.</p><p>&quot;Inaasahan ko na ang ating mahal na Ombudsman ay tuluyang imbestigahan kasi nga hinaharang ito sa Senado. Nahihirapan kami na kumuha ng testigo. At sana kung kinakailangan, patawan na ng kaso at ng parusa,&quot; she said.</p><p>The following charges have been recommended for the individuals:</p><p>  • Justice Secretary Remulla: Usurpation of Judicial Functions (Article 241 of the Revised Penal Code), violation of the Anti-Graft and Corrupt Practices Ac</p><p>  • Maj. Gen. Torre: Arbitrary Detention (Article 124 of the Revised Penal Code), violation of the Anti-Graft and Corrupt Practices Act, Grave Threats under Article 282 of the Revised Penal Code, violation of Republic Act No. 7438.</p><p>  • Gen. Marbil: Arbitrary Detention (Article 124 of the Revised Penal Code), violation of the Anti-Graft and Corrupt Practices Act</p><p>  • Interior Secretary Remulla: Arbitrary Detention (Article 124 of the Revised Penal Code), violation of the Anti-Graft and Corrupt Practices Act</p><p>  • Lacanilao: Usurpation of Official Functions (Article 177 of the Revised Penal Code), False Testimony in Other Cases and Perjury in Solemn Affirmation</p><p>Administrative charges of Grave Misconduct and Conduct Prejudicial to the Interest of the Service were also recommended against the five officials.</p><p>The senator explained why she brought her report to the Ombudsman.</p><p>“Eh kasi alam po natin na kapag merong naglalabag na government officials, kinakailangan dalhin sa Ombudsman. Siya yung talagang binigyan ng kapangyarihan ng ating mga batas na mag-imbestiga at parusahan ang mga opisyal sa gobyerno,&quot; Marcos said.</p><p>&quot;Naniniwala ako na ang Ombudsman natin ay walang bias, walang takot na parusahan ang karapat-dapat na parusahan,&quot; she shared.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/3/11/marcos-jr-duterte-s-arrest-was-just-gov-t-doing-its-job-0205">Marcos Jr.: Duterte&#x27;s arrest was just gov&#x27;t doing its job</a></div><p>Ombudsman Samuel Martires is an appointee of former President Duterte.</p><p>Meantime, Marcos reacted to Duterte&#x27;s lead counsel Atty. Nicholas Kaufman acknowledging the Senator&#x27;s report and investigation in relation to the former President&#x27;s case before the International Criminal Court. </p><p>&quot;Yes nagpapasalamat ako at kinilala ni Atty.
