MANILA — Sen. Nancy Binay on Thursday said she has already initiated the transition process between her and her sister, outgoing Makati City Mayor Abby Binay, as she prepares to take the helm of the family's bailiwick.

She said she has already sent her estranged sister a letter detailing who will be on her transition team.

Nancy admitted there has been no communication between her and Abby, who lost in the senatorial race.

She added that she was surprised Abby lost in the midterm polls after doing well in surveys.

"Nalungkot din kami kasi masakit yan, diba? Natalo siya, tapos natalo yung asawa niya. So, kumbaga, naiintindihan ko kung ano yung pinagdaanan nila during election."

(We are also sad because that is painful, right? She lost and her husband lost. I understand what they went through during the elections)

Abby's husband Luis Campos Jr. also ran for mayor of Makati City.

PLANS FOR MAKATI

Nancy said she already has her plans for Day One as Makati City's new mayor, which include making the rounds of City Hall to get to know the departments and staff.

"Sana lahat ng mga sinabi ko during the campaign, ma-implement na natin within the first 100 days," she added.

(I hope I can implement what I promised in the campaign with the first 100 days)

She said she will be retaining the Makatizen Card (benefits and social services) and Yellow Card (healthcare) with some changes.

Nancy is also backing public transportation initiatives in Makati but she is noncommittal about the Makati subway project, which has been stalled and is subject to arbitration in Singapore.

Another matter that awaits Nancy is the impact of the renovation of Guadalupe Bridge, which is expected to worsen traffic in the city.

TENSION WITH TAGUIG

At the same time, Nancy is also looking to negotiate with Taguig City Mayor Lani Cayetano on the impact of the Supreme Court ruling giving the EMBO areas to Taguig City.

She said her transition team will need to study the legal status of the dispute, which has been ruled on but has bogged down in implementation.

"Ang Makati at saka ang Taguig ay magkapitbayan. So, kailangan na kailangan talaga namin mag-usap ni Mayor Lani para maayos itong gulo between Makati and Taguig," she said.

(Makati and Taguig are neighboring cities. So Mayor Lani and I really need to talk to settle this)

Nancy is also open to Taguig City using the the health centers, parks, hospitals, and other facilities in the Embo areas, but she insisted that Makati owns the structures.

"Nandoon na 'yun, natayo na 'yun. Bakit ko naman ipagkakait sa mga taga-EMBO yung paggamit ng mga facilities na 'yun?"

(The structures are already there. Why would I prevent EMBO residents from using the facilities?)

Nancy will also be reaching out to her sister's political allies, particularly Vice Mayor-elect Romulo Kid Peña — Campos' running mate — saying they have to work together for the city.
