<p>MANILA — The number of police commanders being investigated by the National Capital Region Police Office (NCRPO) for lapses and violations discovered during a surprise inspection has risen to 28, an official said Wednesday.</p><p>In a chance interview at the Philippine National Police (PNP) headquarters in Camp Crame, NCRPO chief Police Major General Anthony Aberin said the commanders—assigned to police community precincts and substations and holding the ranks of Police Major and Police Captain—were under probe for alleged failure to properly supervise their personnel.</p><p>Of the 28, nine are now subjects of administrative relief, pending clearance from the Commission on Elections, after they failed to justify the presence of abandoned Police Assistance Desks (PADs) uncovered during surprise inspections.</p><p>“Nine po ‘yong initial po ngayon, and maari pa pong madagdagan po ‘yong mare-relieve based po doon sa outcome po ng investigation po natin,” Aberin told reporters, noting that those relieved included officials from both the Manila Police District and Northern Police District.</p><p>(There are nine initially up for relief, and more may be added depending on the outcome of our investigation.)</p><p>The NCRPO recently conducted surprise Red Teaming Operations—inspections aimed at evaluating personnel presence and readiness, particularly in areas with high foot traffic and frequented by foreign nationals.</p><p>While many PADs, outposts, and patrol units were found compliant, the operation revealed troubling violations in several areas.</p><p>These included unmanned assistance desks, abandoned posts, lone officers deployed without support, and officers caught using cellphones—some reportedly playing mobile games—while on duty. In some busy public areas, there was no visible police presence at all.</p><p>Aside from the commanders, Aberin said the NCRPO was investigating lower-ranking personnel—particularly those holding the ranks of Patrolman and Corporal—who were caught using their mobile phones while on duty.</p><p>“Dapat ‘yong mga kapulisan natin ay nakikita po sa kalsada at 24 hours po nando’n,” he said. “At saka ‘yong ‘Back to Basics’ program po ng ating Chief PNP—which is also our program—ay dapat po talaga na i-maximize po natin ‘yong presence ng ating mga police officers doon sa kalsada, nang sa gayon ay nakikita, naririnig, at nararamdaman po sila ng ating mga kababayan.”</p><p>(Our police officers should be visible in the streets and be there 24/7.
