MANILA — The second day of the reimplementation of the No Contact Apprehension Policy (NCAP) saw 695 traffic violations recorded as of 10 p.m. Tuesday, the Metropolitan Manila Development Authority (MMDA) said. 

The second-day total fell by 417 compared to the 1,112 offenses recorded during the first day of the renewed NCAP enforcement. 

NCAP taps artificial intelligence-powered cameras to identify traffic offenders, which MMDA said lessens the need for physical apprehensions by traffic enforcers.

The policy aims to ease congestion and improve road safety ahead of the scheduled rehabilitation of EDSA on June 16.

Around 300 cameras have been installed along major roads in Metro Manila, including EDSA, Araneta Avenue, and Commonwealth Avenue.


'NOT READY'


Franco Panganiban, who regularly drives along EDSA, said he understands the intent to instill discipline on the roads but believes drivers were unprepared for the policy’s sudden implementation.

“Nadidisiplina yung mga driver… Kaya nga lang hindi pa handa ang mga driver,” Panganiban said. 

Jomar Arago, a rookie delivery app rider, said that before implementing NCAP, issues like poor signage, obstructed lanes, and unclear lane markings should be addressed first. 

“Medyo nagdadalawang-isip po kung pabor o hindi kasi muling binalik po ang NCAP, nabigla po ang karamihan. Lalo na po yung mga baguhang rider… Sana nga po yung signage dapat maayos muna para alam ng mga riders kung saan yung talagang linya nila,” Arago said.

Arago said he also worries about being penalized while yielding to emergency vehicles under NCAP. 


MANUAL REVIEW


The MMDA clarified that violations will not be issued to motorists yielding to emergency vehicles and that NCAP will not be enforced in areas with problematic signage or lane markings. 

Captured images and footage will go through manual review and validation before a violation is confirmed. Once verified, a printed Notice of Violation (NOV) will be sent to the vehicle’s registered owner.

The MMDA said it typically takes 1 to 2 days for the NOV to be forwarded to PhilPost and an additional 5 to 7 days for the notice to reach the vehicle owner.

A text notification system is set to be launched in the next weeks to expedite this process.

Violators may contest the ticket by submitting a complaint form available on the MMDA’s website or appealing in person at the MMDA head office in Pasig City, open from 7 a.m. to 4 p.m. on weekdays. 

The NCAP implementation resumed after the Supreme Court partially lifted the Temporary Restraining Order (TRO) it imposed in August 2022.
