Maria Tan, ABS-CBN News"/><span class="fr-inner" style="text-align:left">Motorists pass through Commonwealth Avenue in Quezon City, one of the areas covered by the No Contact Apprehension Policy (NCAP), on Tuesday, May 27, 2025. <em>Maria Tan, ABS-CBN News</em></span></span></span>MANILA -- Motorists who give way to emergency vehicles such as ambulances and fire trucks will not be penalized under the No Contact Apprehension Policy (NCAP) of the MMDA.</div><p>This, according to MMDA Chairman Romando Artes.</p><p>“Dahil may pagbibigyan siyang ambulansya para makadaan, hindi po na sila mai-isyuhan ng ticket so hindi na rin po aabot doon sa pagko-contest,” he explained.</p><p>Artes added that there will be an automatic review of the footage that their CCTV cameras will capture.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2025/5/26/hundreds-of-violations-on-first-day-of-ncap-implementation-1735"><strong>Hundreds of violations on first day of no-contact apprehension&#x27;s return</strong></a></div><p>“May automatic manual review so makikita naman po kung talagang nag-violate. So yung mga instances po na ganyan kahit po may AI camera tayo or kahit yung manual na panghuhuli pa, tinitingnan naman po yung circumstances,” he explained.</p><p>Artes also said emergency vehicles such as ambulances and fire trucks may not be given an automatic exemption if they are proven to have violated traffic rules upon review.</p><p>&quot;Hindi naman namin sila puwedeng bigyan ng automatic exemption sa lahat ng violations. &#x27;Di po ba? Dahil baka naman po wala namang pasahero tapos nagva-violate sila ng traffic rules,&quot; Artes said.</p><p>He explained that after a footage is reviewed, it will still have to be approved.</p><p>“Hindi nga po kami robot na de susi na pag nakita na lumipat ng lane kahit na may yellow line ay automatic magtitiket. Kasi titingnan naman po namin kung may nasiraan sa harap mo or may obstruction or may lubak na sobrang laki o may ginagawa sa kalsada kaya ka lumipat ng lane. I-invalidate po yung huli na yun,” Artes added.</p><p>From 1,112 verified traffic violations under NCAP on Monday, the violations decreased to 952 on May 27, which is why MMDA said NCAP is effective.</p><p>“Hindi po kami after sa penalty na babayaran nila. Sa amin ang success ng NCAP ay yung ganyang datos na bumababa &#x27;yun pong violation. Nagkakaroon tayo ng disiplina sa kalsada, sumusunod sa batas trapiko at nagiging safe ang ating lansangan. For that, yun na po ‘yung consideration namin para sabihing successful yung NCAP,” Artes stated.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2025/5/28/almost-700-violations-recorded-on-day-2-of-ncap-reimplementation-1257"><strong>Almost 700 violations recorded on Day 2 of NCAP return</strong></a></div><p>On Tuesday, Manibela Chairman Mar Valbuena alleged that the NCAP reimplementation was rushed.</p><p>“Wala naman silang nailatag na mga bagong improvement dito sa pagpapatupad ng NCAP,” Valbuena said. “Wala pong binanggit na in-improve na namin yung traffic lights, in-improve na namin yung traffic signages.”</p><p>Artes answered: “Before naman na-TRO ang NCAP namin, as early as 2016 meron na kami niyan… Existing system ‘yan eh. Nandiyan yung personnel namin, nandiyan yung equipment namin.”</p><p>“Pag nakikita po namin ang kakulangan sa facility or sa on our part, hindi po yun iisyuhan ng ticket,” he added.</p><p>Artes also said they are ready to face the House of Representatives if they will be called for an investigation.</p><p>On Tuesday, 1-Rider Partylist Representative Rodge Gutierrez filed a resolution calling for an investigation on NCAP.</p><div><br/><strong>AVOIDING SCAMS</strong></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/-hZZVB64Nv4?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></div><p>Scam Watch Pilipinas, meanwhile, advised the MMDA to integrate its violation certification and appeal processes into the Department of Information and Communications Technology’s (DICT) eGovPH app, instead of using a QR code.</p><p>“Ang gagawin ko lang ganito, titingnan ko kung ano yung design ng MMDA website, gagayahin ko yun magre-register ako ng MMDAA.net yun ang ilalagay ko sa QR code… Walang pinagkaiba yan dun sa mga phishing site na kapag klinick mo yung link akala mo website ng mga bangko,” Jocel De Guzman, Scam Watch Pilipinas Co-Founder said.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2025/5/27/mmda-traffic-violations-down-by-3-000-on-first-day-of-ncap-reimplementation-1258"><strong>MMDA says traffic violations down by 3,000 on first day of NCAP reimplementation</strong></a></div><p>He also cautioned against putting links in text notifications of violations.</p><p>“For as long as walang link, safe yung SMS mo. Kasi &#x27;yan &#x27;yung mga gagamitin ng mga scammer,” De Guzman said.</p><p>According to Artes, they are aware that scammers might use their text notifications to take advantage of others and assures that the MMDA is already working to keep this safe and will launch the text notification within one to two weeks.</p><p>The “May Huli Ka” app will be launched within one to two weeks as well. Motorists can check if they have violations through this app and can rest assured that their information will be kept safe, according to MMDA.</p><p>“Mag-re-register ka muna para yung mga sasakyan mo lang under your name ang puwede mong i-check tapos maglalagay na rin kami ng text notice and email notice through the app. Pero mayroon din kaming ila-launch na in a week or two inaayos na rin lang na text message notice na within an hour after ng apprehension as soon as ma-review, ma-confirm yung huli ay ipapadala namin through text ‘yun pong violation,” Artes explained.</p>
