sign hangs in an intersection in Quezon City on August 31, 2022. <em>Mark Demayo, ABS-CBN News/File</em></span></span></span></div><p>MANILA — The Metropolitan Manila Development Authority (MMDA) on Thursday warned motorists that covering their license plates to avoid detection under the No Contact Apprehension Policy will earn them fines.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/5/28/almost-700-violations-recorded-on-day-2-of-ncap-reimplementation-1257">Almost 700 violations recorded on Day 2 of NCAP return</a></div><p>MMDA’s Victor Maria Nuñez said they released a memo to all MMDA field personnel that covering the plate number would be a violation of the Traffic Code with a fine of P5,000. </p><p>He said that MMDA has seen license plates covered or obscured by electric tape and masking tape.</p><p>“So, we admire the Filipino ingenuity pero I am warning them na ang penalty for this is 5,000 baka po magulat sila,” he added.</p><div><strong>‘ENOUGH’ WINDOW HOURS </strong></div><p>Nuñez also advised motorists to take advantage of the window hours implemented under the Unified Vehicular Volume Reduction Program once the odd-even scheme dry run rolls out during the EDSA rebuild.</p><p>This, as some motorists with plate numbers ending in 3 and 7 reportedly complained that they would only be allowed to use EDSA one work day a week.</p><div><a href="https://www.abs-cbn.com/news/business/2025/5/27/odd-even-scheme-dry-run-to-last-a-month-replace-regular-coding-0927">Odd-even scheme dry run to last a month, replace regular coding</a></div><p>Nuñez said the window time of 10 a.m. to 5 p.m., when number coding is suspended, is enough. </p><p>“Better go on early or magpalipas ka after ng 10 a.m.,” he added.</p><div><strong>ODD-EVEN SCHEME EXEMPTIONS</strong></div><p>Nuñez also noted that marked media vehicles are exempted from the odd-even scheme dry run.</p><p>He appealed, however, against abusing the privilege, saying they have seen private vehicles sporting paper signs indicating they are media workers.</p><p>“Gusto lang po magpalusot (They just want to be exempted),” Nuñez added. </p><p>The MMDA official added that they will study the reported request to exempt senior citizens from the scheme.</p><div><strong>PROPOSED SHARED, EXCLUSIVE LANES</strong> </div><p>Nuñez also mentioned that they have yet to make a final decision on the proposed shared lane for motorcycles and bicycles as they have yet to meet with mobility groups regarding the matter. </p><p>A meeting with TNVS companies was held on Monday where some of them expressed support, according to Nuñez.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/5/28/no-violation-under-ncap-for-motorists-who-give-way-to-emergency-vehicles-mmda-2209">No violation under NCAP for motorists who give way to emergency vehicles—MMDA</a></div><p>Some groups, including 1-Rider party-list, meanwhile have expressed different views on the suggested exclusive motorcycle lane.</p><p>“So, ang stand ho nila, ayaw ho nila iyong naiipon lamang sila sa isang lane kasi sabi nila, maraming maaapektuhan na mga riders na nasa TNVS, iyong mga nagdi-deliver, so maaapektuhan naman daw po iyong mga hanapbuhay,” the MMDA official explained.</p><p>(They don&#x27;t want to be confined to one lane because it will affect their livelihoods)</p><p>He said some motorcycle groups are in favor of a designated motorcycle lane for safety.</p><div><strong>NO &#x27;OUTRIGHT&#x27;
