DSWD says to expand 'Walang Gutom Program'

MANILA — The Department of Social Welfare and Development said it will expand its 'Walang Gutom Program', which gives P3,000 per month to beneficiaries to help them buy nutritious food.

The program already has 300,000 beneficiaries.

Social Welfare Secretary Rex Gatchalian said the department wanted to first make sure that the program was effective before expanding coverage.

“Now, on Year Two, which is the latter part of this year, papasok na yung second 300,000 sa third to fourth quarter," he said.

He said another 150,000 beneficiaries would be added in late 2026, to reach a target of 750,000 food poor families.

WHO ARE THE 'FOOD POOR'?

DSWD considers families earning P9,000 less a month as food ppor.

“Yung food poor, sila yung talagang pagkain pa lang, hindi na sapat ang kinikita… Sila yung pinakamahirap sa mahirap,” Gatchalian explained.  

(They are the families who do not earn enough to buy food... they are the poorest of the poor)

The DSWD used its Listahanan Database in determining who is food poor. In selecting new beneficiaries, it will use the community based monitoring system of the Philippine Statistics Authority in adherence to the law.

More retailers are also being accredited to the program.

Aside from the financial help, beneficiaries are taught about nutrition through their benefit cards.

“Makikita nila yung food credit nila na available… Nakaukit rin doon kung ilang percent ang mapupunta sa protein, ilang percent ang mapupunta sa fiber, ilang percent ang mapupunta sa carbs,” Gatchalian said.

DSWD is also studying if they will increase the financial aid.

DOES IT WORK?

The department also presented the findings of a Social Weather Stations (SWS) study about the 'Walang Gutom Program,' which it commissioned with Globe.

It said that the study found that "among program beneficiaries, the share of households experiencing hunger dropped by 4.1 percentage points—from 48.7% in October 2024 to 44.6% in December."

It said that “hunger prevalence among non-beneficiaries increased over the same period by 6.1 points."

Dr. Roehlano Briones, a fellow of the SWS, said that, based on the study, "'Walang Gutom' caused both hunger and severe hunger to decline."
