The Land Transportation Office has preventively suspended for 90 days the driver’s license of a motorcycle rider who <a href="https://www.abs-cbn.com/news/nation/2025/5/29/mmda-motorists-covering-license-plates-to-skirt-ncap-will-be-fined-1549">covered his license plate</a> to escape government’s No-Contact Apprehension Policy (NCAP).LTO Chief Atty. Vigor D. Mendoza II said the motorcycle rider, a resident of San Juan City, even advertised the illegal activity on social media.“Maliwanag na isa itong pambabastos sa batas. Gaya ng sinabi ng ating DOTr Secretary Vince Dizon, hindi na papayag ang pamahalaan sa mga motoristang katulad nito,” he said in a statement. “We already issued a show cause order against the registered owner of this motorcycle wherein we also informed him that his driver’s license is suspended for 90 days,” he added.Part of the investigation, he said, is to determine if the registered owner was indeed the one who covered the license plate.The incident was monitored by LTO social media monitoring team wherein a viral Facebook video showed the license plate’s last three letters covered with packaging tape to obstruct visibility.The Facebook post, captioned &quot;NCAP? No problem, magaya nga,&quot; features a motorcycle with a back rider wearing a Move It helmet.<a href="https://www.abs-cbn.com/news/business/2025/5/26/no-contact-apprehension-restarts-22-major-roads-under-mmda-covered-0907">Under the NCAP</a>, the Metropolitan Manila Development Authority will use closed circuit television cameras along major roads to spot traffic violators. The Supreme Court earlier lifted a temporary restraining order for the NCAP for major thoroughfares where the MMDA has jurisdiction. However, the TRO remains in effect for local streets.The MMDA has issued a memo that said covering the plate number would be a violation of the Traffic Code with a fine of P5,000.A show cause order signed by LTO Intelligence and Investigation Division chief Renante Melitante has ordered the registered owner to appear before the LTO Central Office and submit a written explanation on why he should not be penalized.The registered owner is facing cases of violation of Section 18 Para. 2 of R.A. 4136 (Use of number plates) and for being an improper person to operate a motor vehicle.“Further, you are directed to bring the Official Receipt (OR) and Certificate of Registration (CR) of the subject motorcycle including your record as the official rider of the Move It Company,” the SCO read.“Thus, it is also directed that his driver&#x27;s license be surrendered immediately on or before the scheduled hearing to reckon the said suspension,” it added.The SCO also placed the motorcycle under alarm to prevent any and all transactions while under investigation.
