Woman who came out of drainage gets help from DSWD for own sari-sari store

MANILA -- The woman who was seen emerging from a drainage in Makati City has received initial help from the Department of Social Welfare and Development (DSWD).

In a press conference on Friday, DSWD Secretary Rex Gatchalian said their personnel accompanied “Rose” in buying some products for the sari-sari store that she will open.

The DSWD has promised to give the woman P80,000 in livelihood assistance.

Gatchalian also committed to help other families and individuals who live in the streets and in drainages.

According to Gatchalian, “Siyempre, malungkot kami. Kasi 2023 nag-ooperate kami sa kalsada, sa flyover, sa underpass pero hindi namin sukat akalain merong nakatira sa loob ng drainage.”

“Sisiguraduhin namin na makikipag-ugnayan kami sa mga local government units at yung team namin babalik at babalikan yung mga potensiyal na drainage na maaring pagtirahan. At hindi kami titigil, kasi utos yan ng Pangulo, hindi kami titigil hanggang sa maalis namin ang lahat na mga pamilya na nakatira sa kalsada, lansangan or now drainage, at madala namin sa mga shelter namin at maibalik namin sila sa komunidad nila,” Gatchalian stated.

The DSWD said it is monitoring homeless individuals.

“Kapag na-profile namin yung isang indibidwal, nila-log na namin saan namin siya nakita. Kung sumama siya sa amin sa processing center, nagba-biometrics ‘yan, nag-i-issue kami ng Pag-abot ID. Kasi wala naman silang national ID, walang mga birth certificate, ‘yung iba walang identity. Doon pa lang binalik na natin ‘yung dangal nila, ‘yung karapatang pangtao nila, the right for identification,” Gatchalian said.

“So yung DSWD ID na yan, pag sa susunod, sumama ka ulit sa amin, matagpuan ka namin sa kalsada, pagdating sa processing center at kunin namin yung biometrics mo at nandun ka na, makikita namin na ‘Oh, binigyan ka na dati’,” Gatchalian added.

He also explained that they have various interventions depending on a person’s circumstances.

“Hindi tayo gumagamit ng dahas,” Gatchalian said. “ Kasama namin yung Commission on Human Rights… Rerespetuhin pa rin natin ang kanilang dangal, ang kanilang karapatang pangtao. Walang pilitan. Kukumbinsihin, babalik-balikan, hanggang sa maunawaan nila na para sa kanila ‘to.”
