Studying abroad may seem like a faraway dream, but several foreign governments offer support to Filipino scholars through fully funded graduate scholarships. 

These programs help cover nearly everything — from tuition to living expenses — and are designed to promote leadership, global cooperation, and academic excellence. 

If you’re a public servant, a fresh graduate, or a research enthusiast, here are three world-class scholarships still open to Filipino applicants, along with detailed eligibility criteria and application processes.

1. KOICA Scholarship Program (South Korea)

The Korea International Cooperation Agency (KOICA) offers scholarships for master's and doctoral degrees through its CIAT (Capacity Improvement and Advancement for Tomorrow) initiative.

These are specifically available to public officials from the Philippines and other KOICA partner countries.

What does the KOICA scholarship cover?

• Tuition: Full graduate tuition at a KOICA partner university in South Korea.

• Monthly stipend: The allowance covers rent, meals, and daily living costs.

• Round-trip airfare

• Free dormitory accommodation and comprehensive health insurance are provided.

Eligibility criteria for KOICA

• Must be a Filipino citizen employed in the government sector.

• Under 40 years old (preferably), in good mental and physical health.

• Bachelor’s degree for master’s applicants; master’s degree for PhD applicants.

• Requires official nomination from government agency

Application process for KOICA:

• Find a suitable program: Choose one graduate program from the list of KOICA-partner universities (e.g., Korea Development Institute (KDI) School - Economic Development Facility, Yonsei University - Health Policy and Financing).

• Gather application documents: Includes KOICA forms, recommendation letter from your agency, transcripts, passport, and medical report.

• Submit to KOICA Philippines: Application is done through the KOICA office or the Korean Embassy in the Philippines.

• Pass the interview: Shortlisted applicants undergo an interview, either in person or by phone.

• Proceed to university admission: Applicants endorsed by KOICA must complete the university’s own admission process.

• Prepare for departure: Includes visa processing, final medical check, and travel to Korea by early 2026. 

2. DAAD Scholarships (Germany)

The German Academic Exchange Service (DAAD) provides financial support for international students pursuing postgraduate studies or research in Germany. 

It is one of the most established scholarship institutions globally, with a wide range of disciplines to apply for.

What does the DAAD scholarship cover?

• Monthly stipend: €934 for Master’s students and €1,300 for PhD students to cover daily living expenses.

• Round-trip international airfare to and from Germany.

• Health insurance: Includes coverage for health, accident, and liability while enrolled.

• Most universities are tuition-free, but the DAAD can support any required payments.

• Other benefits: Support for rent, dependents, language courses, and academic networking may be available.

Eligibility criteria for DAAD

• Open to all non-German nationals, including Filipinos.

• Strong grades and a relevant degree completed within the last six years.

• Proof of English or German proficiency through Test of English as a Foreign Language (TOEFL), International English Language Testing System (IELTS), Test Deutsch als Fremdsprache (TestDaF), or Goethe-Zertifikat.

• Some programs require at least two years of relevant professional experience.

• Clear academic or research goals that align with Germany’s developments and cooperation priorities.

Application process for DAAD

• Search for programs: Use the DAAD Scholarship Database to find Master’s or PhD programs aligned with your field. 

• Prepare documents: Include CV, motivation letter, degree certificates, academic records, proof of language proficiency, and two letters of recommendation.

• Apply online: Submit your application via the official DAAD portal.

• Interview and results: If shortlisted, you may be interviewed. Results are typically released within a few months.

3. Stipendium Hungaricum Scholarships (Hungary)

The Stipendium Hungaricum Scholarship Programme is Hungary’s flagship government-funded initiative for international students. 

It offers full financial support for a bachelor’s, master’s, one-tier master’s, and doctoral degrees, as well as partial (exchange) studies at Hungarian higher education institutions.

What does the Stipendium Hungaricum scholarship cover?

• Full exemption from tuition for the entire duration of the study program.

• Monthly stipend: HUF 43,700 (approx. €110) for BA/MA students; HUF 140,000–180,000 for PhD students.

• Accommodation support: HUF 40,000/month housing allowance (paid to student or dormitory).

• Medical insurance: Access to national healthcare services and additional coverage up to HUF 100,000/year.

• Other benefits: Non-Hungarian medium students are required to attend a Hungarian language and culture course; failure to comply reduces the stipend to HUF 30,000.

Eligibility criteria for Stipendium Hungaricum:

• Open only to citizens of countries with a Stipendium Hungaricum Sending Partner Agreement. Residence alone does not qualify an applicant.

• Applicants must be at least 18 years old by 31 August 2025.

• Visit the official website to access country-specific announcements for Bachelor’s/Master’s and PhD levels.

• Create an account at apply.stipendiumhungaricum.hu and complete the application form. Gmail is recommended to avoid delivery issues.

• Select up to two programs: Choose between full-degree or partial (exchange) studies. Prioritize programs wisely; your first choice is evaluated first.

• Upload required documents: Educational certificates and transcripts, proof of language proficiency, motivation letter, passport or national ID, medical certificate, additional materials such as a research proposal for PhD or a portfolio for the arts.

Students at Risk Subprogramme: Has modified requirements and may be exempt from the medical certificate.

Self-financed students in Hungary: Must be endorsed by their university and meet academic thresholds.
