MANILA — A video posted by Communist Party of China-owned China Daily allegedly showing Gen. Romeo Brawner Jr. refusing to engage with media shows "selective footage" of reporters who approached the armed forces chief against protocol, the Armed Forces of the Philippines said Sunday.

The AFP and the Department of Defense dismissed the video as propaganda.

The military said the Chinese nationals followed Brawner outside of formal activities at the Shangri-La Dialogue in Singapore, pressed him for comment, and used selective footage for the China Daily report "Philippine military chief dodges questions."

It called the report “a blatant piece of propaganda aimed at discrediting the AFP and undermining the Philippines’ position in the West Philippine Sea.”

Quoting Defense Secretary Gilberto Teodoro Jr., the AFP said China had not sent an official delegation to the defense and security dialogue.

Teodoro spoke at the Shangri-La Dialogue, held May 30 to June 1, about China’s growing assertion of the West Philippine Sea.

China has routinely blamed the Philippines for tension in the West Philippine Sea, the part of the South China Sea in the Philippines' exclusive economic zone and continental shelf.

It has also called aggressive maneuvers and the use of water cannon on Philippine ships operating in the West Philippine Sea part of law enforcement in its waters.

This, despite a 2016 arbitral ruling on its claims of a historical right to the South China Sea.

The 'Atin Ito' Civilian Mission successfully mounted a peace and solidarity concert in the West Philippine Sea earlier this month.
