CA bypasses Ruiz, Aguda, confirms Lazaro, Aliling

MANILA — The congressional Commission on Appointments (CA) has bypassed the ad interim appointments of Presidential Communications Secretary Jay Ruiz, and Information and Communications Technology Secretary Henry Aguda after it adjourned sine die on Wednesday afternoon.

Ruiz’ and Aguda’s names were not included in the CA agenda on the last session day.

Sen. Joel Villanueva, chairperson of the CA Committee on Human Settlements and Urban Development said that means President Ferdinand Marcos Jr. will have to reappoint the two for them to be considered for confirmation again in the 20th Congress.

Ruiz and Aguda last faced the CA on June 3.

Ruiz said then that Executive Secretary Lucas Bersamin had called him to say he should focus on his job as his appointment has not been withdrawn.

Aguda said on June 3 that the President did not accept his courtesy resignation.

The consideration of their ad interim appointments were suspended due to lack of time.

The CA has confirmed the appointments of Foreign Affairs Secretary Maria Theresa Lazaro and of Human Settlements and Urban Development Secretary Jose Aliling.

Prior to confirmation, Aliling told the CA panel that the housing department "will prioritize its core responsibility of providing housing especially for those with limited means to better meet the varying needs of the population."

He said the Pambansang Pabahay para sa Pilpino Program, or 4PH, which used to only offer vertical, condominium-type development has been expanded to "now include horizontal development, free housing, and rental schemes."

Aliling also said they are embracing digitalization to improve efficiency and transparency.

 Lazaro, on the other hand, said she intends to assist Marcos Jr. push his foreign policies through pragmatic means.

“The next three years will be even more consequential for the Philippines as we intend to raise our stature and carve out a more prominent role for the Philippines in the regional and global stage through active involvement in multilateral undertakings,” Lazaro said when she faced a CA panel.  

“As the Philippines chairs the Association of Southeast Asian Nations or ASEAN in 2026, next year, intensified efforts will be undertaken towards developing a more innovative, responsive, integrated, stable and progressive people centered ASEAN community,” she added.

 She also mentioned that the ongoing candidature of the country for a non-permanent seat at the UN Security Council will enable the Philippines to pursue its advocacy of furthering dialogue and diplomacy.
