MANILA — Philippine National Police (PNP) chief Gen. Nicolas Torre III on Friday said he will personally lead firearms proficiency testing as he acknowledged it had not been taken seriously in the past. 

Torre said he will make sure police officers can use their guns proficiently and efficiently, especially as a last resort during operations.

Those in top leadership positions, including Torre himself, will be the first to undergo the test in July.

The exam will be administered by the PNP Directorate for Human Resource and Doctrine Development.

The PNP chief said he would retire should he fail the exam.

“I will be very, very strict. Merong firearms proficiency standards ang ating DHRDD. For quite a while, parang hindi masyado siniseryoso ‘yan but I’ll personally see to it and lead the test, exams. Kung bumagsak ako, eh ‘di magre-retire ako,” he told reporters during the sidelines of 3rd PNP Press Corps 2025 Invitational Shoot Fest at Camp Karingal in Quezon City. 

(Our DHRDD has firearms proficiency standards. For quite a while, that hasn’t really been taken seriously, but I’ll personally see to it and lead the tests and exams. If I fail, then I’ll retire.)

Torre also demonstrated his shooting skills, alongside PNP spokesperson Brig. Gen. Jean Fajardo, Quezon City Police District director Col. Randy Glenn Silvio, National Police Commission Vice Chairperson and Executive Officer Rafael Vicente Calinisan, and some officers of the PNP Press Corps.

'UNACCEPTABLE'

Torre said those who fail the test will be relieved from their posts.

“Seriously speaking, hindi acceptable na ang pulis ay hindi marunong gumamit ng baril.”

(Seriously speaking, it’s unacceptable for a police officer not to know how to use a firearm.) 

He added the PNP’s Training Service is offering simulations to help officers improve their firearm handling and marksmanship. 

Torre also ordered the procurement of more bullets for practice.

“Ito ay last recourse at last tool na ginagamit, na allowed na gamitin ng ating mga pulis. So, kailangan kapag mag-final option na tayo, you have to be very, very sure what we are doing... Very, very important ‘yan sapagkat buhay ang nakataya rito,” said Torre.
