House to wait for final Comelec ruling on disqualification cases

MANILA — The Office of the House Secretary General will wait for the final ruling of the Commission on Elections en banc on disqualification cases before accepting as duly-elected members the candidates or nominees next in rank during the last midterm polls. 

House Secretary General Reginald Velasco issued the statement after a Comelec division disqualified Joey Chua Uy, who ran for Manila 6th District representative, and cancelled the registration of the Duterte Youth party-list, which received enough votes to secure three seats at the House or Representatives in the 20th Congress.

“Up to now, ‘yung Duterte Youth has not been proclaimed yet. Tatlo ‘yun eh. So may pending case pa. I think there is this adverse resolution coming from the division but it has to be adopted by the en banc, before it becomes final. So among the party-lists, ‘yun na lang ang hinihintay namin, ’yung tatlong nominees ng Duterte Youth,” Velasco said. 

“Pending pa rin two congressional districts. One is in Marikina… no congressman has been proclaimed yet in that district. The same in the case of Benguet. We're still waiting for Comelec to proclaim the winner. Bale lima pa ‘yung pending,” he added.

“And then there is a recent case sa Manila. Abante versus Uy…  So, we're waiting for the resolution of Comelec. Kailangan kasi en banc ‘yun. The en banc should proclaim the actual winner and then once we get this proclamation, we can accept Congressman Abante as the newly elected member of Congress in that district. But until we get that, it's still congressman-elect Uy,” Velasco noted.

LEADERSHIP

On the House leadership in the 20th Congress, Velasco expects House Speaker Martin Romualdez to retain his post, citing the pledges of support from 285 out of 317 House members in the next Congress. 

Velasco said he is unaware of any challengers at the moment.

“Based on reports kasi, speaker Romualdez has received signed pledges of support, I think 285 already of the incoming Congress. So nobody can beat that at this time. But we will wait for the actual election, which will happen on July 28, the morning of SONA,” Velasco said.

“So far wala kaming alam na kumukuha ng pledge of support from other members of Congress,” he added.

The House of Representatives will hold two batches of a three-day seminar for first term congressmen on June 23-25 and on July 7 to 9. The seminar will also be open to returning House members.

Of the 317 House members in the next Congress, 97 or less than a third are neophytes.
