House: Panel did not file complaint vs VP Duterte before Ombudsman

MANILA — Neither the House of Representatives nor the House Committee on Good Government and Public Accountability filed a complaint against Vice President Sara Duterte before the Office of the Ombudsman, House Spokesperson Princess Abante said Friday.

She clarified that the lower chamber only furnished the Ombudsman a copy of the House panel’s committee report that recommended the filing of cases over alleged misuse of confidential funds in the Office of the Vice President and the Department of Education.

The House in plenary adopted the panel's report and recommendations.

Abante said she does not know why the House was named complainant in the Ombudsman’s order for Duterte and other officials to respond to the plunder, technical malversation, bribery, and corruption cases the lower chamber recommended to be filed.

“So, the heading may state that way, but the body states otherwise, that it was the Ombudsman acting on the recommendation of the committee,” Abante said.

“The committee report was furnished to the Ombudsman. They received it on June 16. It appears that the Ombudsman acted upon the recommendation of the committee,” she said.

Asked whether the complaint before the Ombudsman — the basis for some of the articles of impeachment filed against Duterte — could raise questions of forum shopping, Abante asserted that the House only filed one complaint against the Vice President.

“The committee report was furnished to the Ombudsman. They received it on June 16. It appears that the Ombudsman acted upon the recommendation of the committee,” she said.

Asked whether the complaint before the Ombudsman — the basis for some of the articles of impeachment filed against Duterte — could raise questions of forum shopping, Abante asserted that the House only filed one complaint against the Vice President. 

“The action of the Ombudsman was upon the recommendation of a committee report from the House of Representatives. We are looking forward pa rin for the impeachment trial to proceed,” she said.
