Torre: No more passing the public from one police station to another

MANILA – Newly appointed Philippine National Police (PNP) chief Gen. Nicolas Torre III has ordered police stations to accept all complaints or reports from the public, even if the concern falls outside their jurisdiction.
In a media interview, Torre said police stations should not pass on the concerns of people who come to them.
“Ayaw ko silang pinagpapasapasahan,” Torre told reporters.
(I don’t want them being passed around.)
“When somebody goes to the station, lalabas ‘yan na naresolve ang kanyang problema.”
(When somebody goes to the station, they should leave with their problem resolved.)
If the station cannot solve the issue, Torre said they must accompany the person to the appropriate station or agency and endorse them personally.
“Hindi dapat sabihin sa kanya na ‘Ay, hindi po namin trabaho ‘yan, pumunta kayo sa ganitong ahensya.’ Hindi ho pupuwede ‘yan,” said Torre.
(They should not say, ‘That’s not our job, go to this agency.’ That’s not acceptable.)
Torre warned police officers who pass on a complainant without resolving the issue will be held accountable.
“May nag-report sa inyo sa isang istasyon at nangyari sa jurisdiction ng kabilang istasyon. Eh, huwag na huwag niyong gawin, mga kasama sa PNP, huwag na huwag niyong gawin, ‘Ay, Station 14 po ‘yan. Station 12 po kami, punta po kayo sa Station 14.’ ‘Pag may gumawa sa inyong pulis niyan…ire-retrain natin, aasuntuhin pa natin kung nakikita nating may kapabayaang malaki,” Torre stressed.
(If someone reports something to your station, and it happened in another station’s jurisdiction—don’t ever say, ‘That’s Station 14, we’re Station 12, go to Station 14.’ If any officer does that… we’ll retrain them, and we may even file charges if we see gross negligence.)
