Sen. Ronald Dela Rosa, May 8, 2025. Maria Tan, ABS-CBN News/FileMANILA — Sen. Ronald dela Rosa confirmed Wednesday that one of three draft resolutions seeking to dismiss the impeachment articles against Vice President Sara Duterte was his.

Dela Rosa said the drafts could be combined to come up with the best version.

He said he hoped to file it in the coming days.

Several lawmakers have argued it would be “unconstitutional” if the Senate dismisses the impeachment complaint filed by the House of Representatives against Duterte through a resolution, without holding a trial.

“Under the Constitution, ang trabaho ng Senate is to hear, ‘di ba? …Hindi ko naiisip kung paano nila idi-dismiss ‘yan without first conducting the trial. That is their constitutional mandate… Well for me, that is unconstitutional,” said Manila City Third District Rep. Joel Chua, a member of the House prosecution panel.

“Kung ito naman ay babalewalain by a mere resolution, tingin ko parang hindi naman maganda… They have to explain it to the people,” he added.

Duterte was impeached by the House of Representatives in February for "high crimes" including corruption and an alleged assassination plot against former ally and running mate President Ferdinand Marcos Jr.

She denied any irregularity in her office's use of confidential funds and said her remarks on Marcos were taken out of context.

The Vice President needs nine votes from the full 24-seat Senate for an acquittal. Losing would mean her removal and a permanent ban from public office.

The Senate is set to vote on June 11 — the last day of the 19th Congress — on whether or not they should tackle Duterte’s impeachment trial in the 20th Congress, which starts next month.
