MANILA — Philippine National Police Chief General Nicolas Torre III on Wednesday justified his earlier directive making the number of arrests made by police a performance metric for the PNP, as he allayed concerns raised by human rights advocates that the order may result in police abuses and human rights violations.

In a Palace briefing, Torre clarified that the order does not only cover drug-related arrests.

“Okay, hindi lang iyan para sa drugs, okay, para iyan sa lahat ng criminality because ako ay naniniwala, iisa lang naman ang paraan para mapatahimik natin ang ating mga pamayanan,” Torre said.

“Isa lang ang paraan para mawala ang criminality diyan, para maging ligtas at maging safe ang ating pamayanan, iisa ang paraan: Alisin ang kriminal sa ating community. Priority, alisin ang kriminal sa kalsada.”

The PNP Chief assures the public that all operations will strictly adhere to established police procedures and uphold human rights.

“Ito po ha, ulitin ko, buhay ang tao na huhulihin; walang patay. At we will not condone wanton killings or wanton murders,” he said.

"The police will also work closely with the Commission on Human Rights to address cases of human rights violations by police," Torre said.

“Ngayon, nandiyan ang CHR, then we will liaise with them; we will talk to them at gawin natin silang partners na kapag mayroong abuso ang pulis, we will very, very much welcome the investigation to be launched by the CHR. Open sila so isa silang ahensiya na puwedeng dumulog ang mga hinuli ng pulis o mga kamag-anak nila ng mga sinasabi nilang feeling nila ay inaresto sila ng pulis na walang basehan,” he said.

Torre said there is no quota on arrests being imposed on police officers, following fears that the directive could pressure PNP personnel to resort to measures such as fabricating evidence to inflate arrest figures.

“Hindi ko maia-assure sa iyo na hindi nila gagawin. Pero kapag ginawa nila, idi-dismiss ko sila sa serbisyo, ikukulong ko sila for...ikukulong ko sila for incriminatory machinations,” he said noting that as CIDG Chief he has investigated police officials who have planted evidence to orchestrate a fake drug buy-bust operation.
