OFW reintegration network launched on Migrant Workers' Day

Jonathan Cellona, ABS-CBN News/fileMANILA — The Department of Migrant Workers, together with other government agencies, signed a joint memorandum circular (JMC) establishing the National Reintegration Network (NRN) as part of the 30th anniversary celebration of the National Migrant Workers’ Day, on Saturday, June 7.

This network is designed to streamline the reintegration process for Overseas Filipino Workers (OFWs) to provide them accessible and comprehensive support.

Jieck Villanueva, a former OFW who worked in Jordan from 1997 to 2001, recalled the difficulty of seeking help from the government upon returning to the Philippines.

“'Di ba kailangan pumunta ka ng ganitong agency tapos lilipat ka pa. Pasa-pasa. Tapos minsan hindi ka pa ma-entertain. Bumalik ka muna doon sa ganitong agency,” she said.

DMW Secretary Hans Leo Cacdac emphasized the importance of reintegration in national development.

“Reintegration, ‘yong panunumbalik ng isang OFW sa ating sambayanan for good… Ibig sabihin balik na sila dito sa Pilipinas at meron silang determinasyon at may sulo silang dala. Bibigyan ng oportunidad sa pagsanib-pwersa ng gobyerno at tulungan sila,” Cacdac explained.

Overseas Workers Welfare Administration Administrator Patricia Yvonne Caunan explained that the new system eliminates confusion many OFWs experience when seeking government help.

"Pag pumunta sila sa amin, kami na ‘yong magko-connect sa iba-ibang ahensya. Ngayon naka-centralized na lahat.”

The Department of Trade and Industry (DTI) and the Department of Labor and Employment (DOLE) are also stepping in to assist OFWs interested in business ventures or local employment.

"The DTI is offering now negosyo that’s really for them which actually is the franchising. Napaka-importante for them na ‘yong pera hindi mawaldas o mawala na lang kasi to be away from family,” DTI Secretary Ma. Cristina Aldeguer-Roque said.

According to the DMW, approximately 2.4 million Filipinos are actively working abroad.

Remittances from these workers reached P38.34 billion in 2024, up from P37.21 billion in 2022, based on data from the Bangko Sentral ng Pilipinas.

The DMW is set to open a new central office in Quezon City by 2027, which will house the National Reintegration Center—expected to offer enhanced and high-quality services for the country’s “modern-day heroes.”
