MANILA — President Ferdinand Marcos, Jr. has yet to raise the issue of the Philippines possibly rejoining the International Criminal Court (ICC), Malacañang said on Tuesday, but added that the Chief Executive usually “listens” to public sentiment.

Malacañang was asked about an OCTA Research survey that showed over half of surveyed Filipinos favor moves to renew the country’s membership in the international tribunal, over 6 years since the Duterte administration withdrew from the Rome Statute.

“Sa ngayon po ay hindi pa napapag-usapan yan, hindi pa nababanggit ng Pangulo,” Communications Undersecretary Claire Castro said in a press briefing.

“Ang sentimyento ng mga kababayan ay dinidinig ng ating Pangulo so tingnan na lang natin sa mga susunod na araw kung ano ang magiging desisyon ng Pangulo,” she added.

The Philippines officially withdrew from the ICC in 2019 just as the international tribunal was about to look into allegations of extrajudicial killings during then-President Rodrigo Duterte’s campaign against illegal drugs. 

In previous years, Marcos repeatedly underscored that the Philippines is no longer a member of the ICC.

But in March this year, Duterte was arrested and brought to a detention facility in the Netherlands to face charges of crimes against humanity before the Hague-based tribunal.

Based on OCTA's survey conducted from April 20 to 24, 57 percent of 1,200 respondents were in favor of the Philippines rejoining the ICC. The clamor was strongest in Luzon with 67 percent of respondents supporting the move, followed by Metro Manila with 64 percent, and the Visayas with 62 percent.

In Duterte-stronghold Mindanao, only 30 percent of respondents wanted the Philippines to rejoin the ICC.
